View original imageThe Citizen-Oriented Maintenance Project Academy was organized to enhance understanding of maintenance projects among association members and citizens, as well as to promote Seoul City's achievements in housing supply. So far, more than 340 people from five districts have participated.
On this day, Mayor Oh said, "For the past decade, redevelopment and reconstruction in Seoul have virtually come to a halt, and 393 sites designated as maintenance zones have also been released, putting a red light on housing supply in Seoul. While tens of thousands of new homes should be supplied every year, we are currently facing a severe bottleneck."
He explained that Seoul City has since focused on normalizing maintenance projects and accelerating supply by lifting regulations. He said that various deregulation measures, such as adjusting the business feasibility correction coefficient and expanding floor area ratio incentives, have dramatically improved project conditions.
Mayor Oh stated, "Since we began normalizing maintenance projects in 2021, we have introduced Moa Housing and Moa Town, and further initiated efforts to revitalize maintenance projects. Additionally, we eliminated the uniform 35-story height restriction, creating conditions for economic viability." Regarding the abolition of the Residential Maintenance Index System, which had been a stumbling block for redevelopment, he said, "Although this regulation was implemented to control the pace, after a decade of stalled maintenance projects, we determined it was no longer appropriate to maintain such restrictions."
Looking ahead, he stressed that the focus will be on shortening the overall project duration to further accelerate housing supply. Whereas efforts had previously been made to reduce the time required for maintenance zone designation, the emphasis will now shift to reducing the entire project period. Mayor Oh said, "The most effective way to stabilize the housing market is to supply more homes more quickly. We are actively informing citizens of our plan to shorten project durations and move up the timeline for new home occupancy as much as possible."
To this end, the city plans to improve the requirements for providing subsidies to promotion committees, which begin at the point of maintenance zone designation, and allow preparations for association establishment to proceed concurrently with zone designation, thereby shortening project periods. Additionally, the system of processing deadlines, which previously applied only to the designation stage, will be expanded to all stages of the project. The city also plans to assign Fairness Promotion Officers and Conflict Management Officers to each reconstruction and redevelopment site to address disputes.
Mayor Oh explained, "Projects led by the public sector alone actually proceed much more slowly. The key to this change has been building a cooperative system between the private and public sectors."

Meanwhile, on July 24, Mayor Oh announced the "Measures to Promote Housing Supply" and has continued to visit redevelopment and reconstruction sites. Starting with the Jayang 4-dong redevelopment in Gwangjin-gu on July 14, he has also visited the Sindang 9 district in Jung-gu and the Mok-dong Complex 6 reconstruction in Yangcheon-gu.
