2,025 Winners to Receive 1 Billion Won in Digital Onnuri Gift Certificates
The Ministry of SMEs and Startups announced on August 12 that it will implement the "Mutual Growth Consumption Lottery" program. The government previously introduced the "Mutual Growth Consumption Lottery" as part of its "Measures to Revitalize Local Economies through Mutual Growth Consumption," which was discussed at the Economic Ministers' Meeting on August 7.
The Mutual Growth Consumption Lottery will be offered based on the cumulative card spending at traditional markets and small business stores from August 1 to October 12. During the event period, participants will receive one lottery entry for every 50,000 won in cumulative spending, up to a maximum of 10 entries for 500,000 won in spending. Prizes will be awarded in the form of Digital Onnuri Gift Certificates: 10 first-place winners will each receive 20 million won, 50 second-place winners will each receive 2 million won, 600 third-place winners will each receive 1 million won, and 1,365 fourth-place winners will each receive 100,000 won. In total, 2,025 winners will share a prize pool of 1 billion won.
Notably, the Mutual Growth Consumption Lottery will select first-place winners from among applicants who have card spending in non-metropolitan areas, in order to encourage consumption outside the metropolitan area. Even residents of the metropolitan area are eligible for the first prize if they have spent at least 50,000 won by card at traditional markets or small business stores in non-metropolitan regions during the event period. Winners for second through fourth prizes will be selected nationwide based on card spending, regardless of region.
Applications for the Mutual Growth Consumption Lottery can be submitted through the Mutual Growth Payback website, which is scheduled to launch on September 15. A single application is sufficient, and lottery entries will be automatically granted based on card spending at traditional markets and small business stores during the event period. The application period is from September 15 to October 12. Applicants may apply at any time during the application period, and all card spending at designated locations from August 1 to October 12 will be recognized.
The winners of the Mutual Growth Consumption Lottery will be selected through a fair drawing process and transparently announced at the end of October, with individual notifications sent to each winner. The prize money will be distributed as Digital Onnuri Gift Certificates via the Digital Onnuri Gift Certificate app in November.

Choi Wonyoung, Director of the Small Business Policy Office at the Ministry of SMEs and Startups, stated, "This Mutual Growth Consumption Lottery event is designed to encourage greater public interest in mutual growth consumption at small businesses and traditional markets, and to ensure that this interest leads to increased consumption, particularly in non-metropolitan areas." He added, "By awarding the prize money in the form of Digital Onnuri Gift Certificates, we expect to create a virtuous cycle of consumption, as the winnings will be spent again at traditional markets and small business stores."
