View original imageThe Seoul Metropolitan Government announced on August 8 that the 7th Integrated Review Committee for Redevelopment Projects, held the previous day, conditionally approved the "Hongje 3 Housing Reconstruction Project" after conducting an integrated review of the architecture, landscape, transportation, and park sectors.
The project site was designated as a redevelopment area in 2010, received approval for the project implementation plan in 2019, and approval for the management and disposal plan in 2022. Hyundai Engineering & Construction will be responsible for construction. Most residents in the area have already relocated, with only demolition remaining. With the approval of the integrated review, the association can now proceed with the project, aiming to begin construction in the first half of next year through a revised integrated review.
The Hongje 3 District has experienced conflicts over the relocation of a church within the project site. While the church has insisted on remaining, the association has argued for its exclusion due to project feasibility. The Catholic Archdiocese of Seoul filed an objection lawsuit against the association in August last year, but the association won the case in May this year.
A Seoul city official explained, "Although an agreement was previously reached, negotiations are currently underway regarding compensation. Since the association won the lawsuit, the project has reached a stage where ownership transfer is possible, and we expect the issue to be resolved soon."
The Hongje 3 District will be developed into a complex of nine residential buildings with a total of 620 units, including 55 public rental units. The floor area ratio applied is 277.88%. A park will also be created for local residents to use as a recreational space.
In the center of the complex, a visual corridor toward Inwangsan Mountain will be secured, creating a community rest area that combines pedestrian paths and green spaces. Along Tongil-ro, near Muakjae Station, a Seoul-style kids cafe will be established to meet local needs, and community facilities such as a daycare center, senior citizens' center, and all-in-one care center will be arranged around the central pedestrian path. Neighborhood living facilities will be placed along Tongil-ro to encourage street-level vibrancy.
To enhance the energy performance of the buildings and manage energy efficiently, the complex aims to obtain Grade 5 Zero Energy Building certification. During the integrated review, it was also decided to adjust the alignment of the roundabout to ensure safety and to plan a pedestrian path in the central garden that can be used by the public.

Choi Jinseok, head of the Seoul Metropolitan Government’s Housing Division, stated, "With this integrated review, the Hongje 3 District reconstruction project can now proceed at a faster pace. We will continue to support the effective redevelopment of aging residential areas."
