Goheung County, Boseong County, Wando County, and Jindo County in Jeonnam have been included as the third pilot areas for education development special zones designated by the Ministry of Education. With this, Jeonnam now has the largest number of pilot areas for education development special zones in the country, with a total of 21 cities and counties.
On August 6, the Ministry of Education announced the results of the "Additional Designation of Pilot Areas for Education Development Special Zones" and newly designated eight local governments, including Goheung, Boseong, Wando, and Jindo. This designation is in line with the Ministry's policy direction to bridge educational gaps between regions and to spread regionally specialized education models.

Goheung County presented the model "Glocal Future Education Valley Leading the Space Age"; Boseong County proposed "Hub for Nurturing Convergent Talents in Agriculture and Fisheries on the Southern Coast"; Wando County introduced "Education Embracing the Sea, Leading the Future Marine Industry"; and Jindo County suggested "Hub of Southern Culture, Arts, and Tourism" as their respective education special zone models.
Previously, Jeonnam Province and the Jeonnam Office of Education submitted an integrated operation plan for the four counties to the Ministry of Education in June. After document screening and in-person evaluations, the final selections were made. Earlier this year, seven areas were designated in the first round and ten in the second round. With four more added in this third round, Jeonnam now accounts for nearly half of the 45 pilot areas nationwide, with a total of 21.
In this evaluation, the Ministry of Education noted that Jeonnam had established a systematic plan aligned with the objectives of the education development special zones. The collaborative implementation system among the four counties and the organic cooperation structure between local governments and the Office of Education were also rated highly.
The Jeonnam Office of Education highlighted major achievements such as addressing educational blind spots, establishing regionally customized specialized education models, and building an integrated system for care and education. The office plans to further advance the regional cooperation system to ensure the sustainability of these initiatives.
