Resolving Military Service Issues for Residents Who Resigned Before Completing Service Is Key
The third meeting of the training council aimed at facilitating the return of resident doctors who resigned from hospitals in February last year will be held. As the recruitment of residents for the second half of the year is expected to be announced soon following the council's discussions, attention is focused on how many residents will choose to resume their training.
According to the medical community on August 7, the "3rd Training Council Meeting," which will be attended by the Ministry of Health and Welfare, resident organizations, and training hospitals, will discuss specific qualification criteria for residents applying for training positions in September, the scale of training quotas, and issues related to military service.
The Ministry of Health and Welfare plans to quickly finalize agreements on qualification requirements and other matters during the meeting, as the start of the second half training period is approaching, and aims to announce the recruitment of residents as early as this weekend.
Previously, on July 25 and 31, the government held two training council meetings with the Korean Intern Resident Association (KIRA) and other parties to discuss improvements to the resident training environment and measures for their return.
Initially, the emergency committee of KIRA presented three demands: the formation of a field-expert-centered council to review the Yoon Suk Yeol administration's essential medical policy package; improvement of the resident training environment and guarantee of training continuity; and the establishment of a body to discuss easing the legal burden of medical accidents. Among these, there was extensive discussion on institutional measures to ensure training continuity, such as allowing residents who have not yet completed military service to defer enlistment or return to their original training hospital after discharge. However, no concrete conclusions were reached.
Residents who have not yet completed their military service and hold the status of officer cadets automatically became subject to enlistment as military doctors or public health doctors upon their resignation last year. Therefore, even if they return in September, they will have to enlist immediately if they receive a draft notice next year or the year after. If they are drafted during their training, it is also uncertain whether a position will be available at their original hospital after discharge.
The government has maintained its policy of not providing further military service exemptions since the recruitment in March. However, some argue that, given the anticipated large-scale return of residents, some degree of institutional exception may be unavoidable. On the other hand, if all of them are granted a deferment, there will be a shortage of military doctors and public health doctors to be enlisted next year.

For the recruitment of first-year residents in the second half of the year, it has been agreed that the written exam will be held on August 16, and applications were already accepted on August 4 and 5. Separately, the Ministry of Health and Welfare's Training Environment Evaluation Committee is collecting applications for the number of interns and residents to be recruited from training hospitals nationwide. Accordingly, once the specific qualification criteria for residents applying for September training positions and the status of military service exemptions are determined, it is expected that recruitment announcements for each hospital can be made as early as this weekend or, at the latest, early next week.
