Gwangju Education Office Moves to Prevent Recurrence of Bribery at Neulbom School

Stricter Textbook Procedures and Instructor Verification
Gwangju Metropolitan Office of Education has initiated institutional reforms to enhance the fairness and transparency of Neulbom School operations.
According to the Gwangju Metropolitan Office of Education on August 5, the office reported all individuals involved in last year's incident of bribery among after-school (now Neulbom School) instructors to investigative authorities and terminated their contracts. In order to prevent similar incidents from recurring, the office began overhauling the entire operational system, including instructor recruitment and textbook selection.
Going forward, instructor contracts must explicitly include a clause stating that any violation of integrity obligations will result in contract termination. Only textbooks that have been reviewed and designated by an internal committee may be used, and principals will be held responsible for this process. Supervision and oversight will also be strengthened to prevent collusion between textbook suppliers and instructors.
In addition, the 'Neulbom Hub' integrated platform, which is currently being piloted for institutions, will be expanded to individuals starting next year. This platform is designed to enable more fair and objective selection of instructors by sharing instructors' backgrounds, qualifications, program information, and operational records with schools.
The city office of education expects that Neulbom Hub will help preemptively screen out far-right instructors or organizations and improve the integrity of program operations.
