Uijeongbu City Takes First Step Toward Becoming a Premium Urban Improvement City
Uijeongbu City in Gyeonggi Province (Mayor Kim Donggeun) announced on July 25 that it held a meeting of the Urban Planning Committee on July 24 and approved the "2035 Uijeongbu Urban and Residential Environment Improvement Master Plan (draft)" (hereinafter referred to as the Master Plan (draft)) with conditions.

View original imageThe Master Plan (draft) aims to establish a region-specific improvement plan with speed and execution power, introducing the "planned improvement zone" system. To systematically improve aging residential areas, a total of 23 sites were designated as planned improvement zones, including 9 redevelopment sites and 14 reconstruction sites. The plan also includes measures to enhance project feasibility by introducing new allowable floor area ratios and easing public contribution rates.
During the review, the Urban Planning Committee attached several conditions: a re-examination of the appropriate size for each planned improvement zone, the establishment of detailed plans for road widening in areas surrounding the planned improvement zones, and a comprehensive review of measures to ensure tenant housing stability.
Since the cancellation of the New Town project in 2012, Uijeongbu City has lacked a systematic improvement plan for aging residential areas. From 2022, residents' proposals for improvement plans, mainly focused on the Heungseon area, have been sporadically submitted. Due to the high interest in such redevelopment projects, the need for a sustainable urban improvement strategy has gradually become more prominent.
Despite not being required for cities with a population under 500,000, the city began work on the "2035 Urban and Residential Environment Improvement Master Plan" on September 20, 2023, to establish management measures for aging residential areas.
During the process, the city collected citizen feedback through a total of four resident briefings, public viewings, and consultations with the city council. The city made every effort to ensure that the master plan would enable "prompt, feasible improvement projects with guaranteed project viability."
The Master Plan (draft) includes actionable regulatory easing measures: establishing a system of basic, allowable, and maximum floor area ratios, with the introduction of a new 20% allowable floor area ratio (applying 14 types of incentive items); setting new standards for upgrading zoning designations with reduced public contribution rates based on local conditions (for a one-step upgrade, the rate is reduced from the existing 15% to 10%); operating various methods for donation in kind, including land, buildings, public facilities, and cash; and providing transitional standards so that existing improvement zones can also benefit (optional implementation possible).
Uijeongbu City will prepare a revised plan reflecting the review conditions and conduct a 14-day re-disclosure for residents at the Urban Regeneration Division office and on the city website (for viewing related documents) in August. Nam Changmin, head of the Urban Regeneration Division, stated, "We will faithfully reflect the opinions presented by the Urban Planning Committee in finalizing the plan," adding, "Through this Master Plan, we will sustainably improve citizens' residential environments and create a pleasant and livable city."
