Establishing a Systematic Foundation for Managing Public Contribution Facilities
Gangnam-gu in Seoul (Mayor Cho Sungmyung) has become the first among Seoul's autonomous districts to establish a "Public Contribution Facility Integrated Management Manual," creating an institutional foundation for more systematic management of facilities donated through development projects. This initiative is expected to enhance the consistency and efficiency of public contribution operations, which had previously been handled in a fragmented manner by individual departments.

View original imageThe new manual standardizes the entire process of managing public contribution facilities by dividing it into three stages: "decision - design·construction·completion - operation·management." Through this system, the district aims to achieve three core objectives: rational decision-making, strengthening public value, and ensuring the sustainability of facilities.
Currently, Gangnam-gu operates a total of 441 public facilities, including parks, parking lots, childcare centers, and senior welfare facilities. Of these, approximately 30 facilities (about 8.4%) were established through public contribution. In addition, there are about 30 ongoing development projects involving public contribution.
However, in the past, project departments (such as the Reconstruction Project Division and Urban Planning Division) determined facilities by requesting and relying on demand surveys from operating departments. This approach lacked objectivity and reliability, leading to overlapping investments and administrative inefficiency.
To address these issues, the district has established a dedicated body called the "Public Contribution Facility Decision Council" to determine the direction and use of public contributions. This council is convened by the Innovation Strategy Division upon request from project departments and is chaired by the Deputy Mayor, with participation from master planners and director-level officials.
The council ensures the appropriateness and public value of public contribution facilities by comprehensively reviewing analyses of local facility needs, assessments of facilities requiring relocation, results of demand surveys from operating departments, and relevant policy considerations.
During the design and construction stages, a "Public Architecture Working Council" is formed, and both a public architecture advisory group and a public architecture manager are appointed. These entities review and advise on the feasibility of designs and the quality of construction, thereby enhancing the overall quality of public buildings.
In the operation and management stage, monitoring is conducted for two years after completion by public architecture experts and facility users to detect any defects, with additional monitoring carried out at least once a year if necessary. Through this process, the district aims to improve the sustainability of facilities and resident satisfaction.
Additionally, the district has established an integrated public facility database (DB) and strengthened information accessibility and usability by linking it with the staff administrative portal, the "Data Gangnam Platform." Previously, public facility data was scattered across departments, but now it is consolidated into a single platform, breaking down departmental silos and enabling more rational decision-making.
