Seoul Adds Eight More Candidate Sites for Shintong Planning Redevelopment Including Sinchang-dong and Guro-dong
Reasons for Previous Exclusion Resolved, Resident Conflicts and Access Secured Considered
Rapid Integrated Planning and Redevelopment Plan Development to Begin in Second Half of Year
The Seoul Metropolitan Government has added eight more areas to its list of redevelopment zones under the Rapid Integrated Planning (Shintong Planning) initiative.
On June 30, the city announced that it had held the 3rd Housing Redevelopment Project Candidate Site Selection Committee the previous day, selecting eight additional areas. This brings the total number of selected zones to 122.
The newly designated candidate sites are: ▲ 29-1 Sinchang-dong, Yongsan-gu ▲ 466 Guro-dong, Guro-gu ▲ 153-19 Gaebong-dong, Guro-gu ▲ 641 Banghak-dong, Dobong-gu ▲ 344-132 Sindaebang-dong, Dongjak-gu ▲ 204-104 Heukseok-dong, Dongjak-gu ▲ 201 Sangdo-dong, Dongjak-gu ▲ 277 Samseon-dong 1-ga, Seongbuk-gu.
The city considered several factors in its selection, including whether previously unaddressed reasons for exclusion in past public offerings had been resolved, whether there were conflicts among residents, and the feasibility of securing access roads, especially in areas urgently needing residential environment improvements.
The 29-1 Sinchang-dong area in Yongsan-gu is a neighborhood where residents are strongly motivated to pursue the project. With the Yongsan International Business District located to the south, it is expected to serve as a future residential complex supporting the business area. The 466 Guro-dong area in Guro-gu is an old residential zone near the Guro Train Depot, and 153-19 Gaebong-dong is also an aging low-rise residential area where the need for improvement has been recognized.
The 641 Banghak-dong area in Dobong-gu was selected due to policy changes such as the relaxation of height restrictions in the altitude district surrounding Bukhansan. The 344-132 Sindaebang-dong area in Dongjak-gu met the requirements for access roads, being located near Boramae Park. For the 204-104 Heukseok-dong area, a preliminary feasibility study on building density was conducted, taking into account its designation as a natural landscape district. The 201 Sangdo-dong area, an old residential neighborhood, is expected to be transformed into an improved living environment in conjunction with other Rapid Integrated Planning redevelopment projects and Moa Town developments in the surrounding Sangdo-dong area.
Additionally, the 277 Samseon-dong 1-ga area in Seongbuk-gu, which overlaps with a historic and cultural environment preservation zone, has undergone a preliminary feasibility study on building density. It is expected to contribute to residential environment improvements alongside the redevelopment project in the adjacent Samseon 5 district to the east.
The city plans to launch the Rapid Integrated Planning and maintenance plan development services for the eight newly selected zones in the second half of this year. To prevent speculation in the redevelopment candidate areas, the 'reference date for rights calculation' will be set as the date each district mayor recommends the candidate site, depending on the conditions of each zone. Future announcements regarding land transaction permission zones and building permit restrictions will be made separately.

Choi Jinseok, Director of Housing at the Seoul Metropolitan Government, stated, "The selected candidate sites are severely deteriorated residential areas with extremely poor infrastructure, making residential environment improvement an urgent priority. We will significantly enhance project feasibility by reflecting the 2030 Urban and Residential Environment Improvement Master Plan and provide full administrative support to ensure rapid housing supply and the creation of better living spaces through the Rapid Integrated Planning initiative."
