"Proactive Response Instead of Neglect for Isolated Households"... Ilgwang-eup in Gijang-gun Launches Full-Scale 'Zero Ilgwang' Welfare Blind Spot Initiative
Ilgwang-eup in Gijang-gun, Busan has launched a survey project to proactively identify and support households experiencing "invisible crises" of social isolation.
The Ilgwang-eup Administrative Welfare Center (headed by Kim Kanghyun) announced on June 27 that it will intensively carry out the "Zero Ilgwang" survey project for about three months from June to August, aiming to address welfare blind spots and protect vulnerable groups from heat waves.
This survey is evaluated as a regionally customized response model designed to proactively identify and support at-risk households, in response to the growing phenomenon of social isolation caused by the increase in single-person households and the breakdown of social networks.
The field survey will be conducted using a 12-question questionnaire, combining phone and in-person interviews. Based on the degree of social isolation and crisis indicators, households will be classified into four categories: high-risk, medium-risk, low-risk, and general households.
Ilgwang-eup plans to provide customized welfare services tailored to each type of isolation, based on the results of this classification.
Amid the ongoing heat wave, Ilgwang-eup will also provide guidance on national heat wave response guidelines and health management rules to high-risk groups with vulnerable basic health conditions, while actively working to prevent heat-related illnesses.
Kim Kanghyun, head of Ilgwang-eup, emphasized, "A welfare blind spot is an issue where one person's crisis can spread to the entire society," adding, "Since the interest and reports from local residents are crucial, we will strive to realize a 'zero isolation' village community together."

Based on the data obtained from the survey of isolated households, Ilgwang-eup is also preparing follow-up measures in the second half of the year, such as psychological counseling, resource linkage, and improvement of residential environments. There is growing attention as to whether this will establish itself as a leading administrative model for achieving 'zero welfare blind spots.'
