"Faithful Tax Payment, Beyond Recognition to Benefits"... Gijang County Enacts Ordinance to Reward Faithful Taxpayers
Gijang County in Busan has established an institutional framework to provide tangible rewards to 'good taxpayers.'
Gijang County (County Governor Jung Jongbok) announced on June 27 that it has enacted the "Ordinance on Support for Faithful Taxpayers in Gijang County, Busan," which will be promulgated on July 2. The ordinance aims to strengthen recognition for taxpayers who have contributed to the county's financial expansion and to foster a culture of responsible tax payment.
The ordinance is centered on instilling pride in faithful tax payment and establishing a sustainable foundation for local fiscal independence. It is notable as the first case in the region to provide not just expressions of gratitude to those who pay taxes on time, but also substantial economic benefits.
According to the ordinance, individuals, organizations, and corporations that have faithfully paid local taxes over the past three years without any record of delinquency will be randomly selected through a computerized lottery to receive gift certificates. This is not simply a matter of being a 'lucky winner,' but rather a symbolic reward for being a 'trusted taxpayer.'
Additionally, the county will select 'outstanding taxpayers' through a separate review process and present them with a plaque of appreciation and a certification plaque. These recipients will receive practical benefits directly related to daily life, including: preferential loan interest rates and fee reductions at Gijang County’s designated banks, exemption from local tax audits for three years, exemption from collateral requirements for tax payment deferral for two years, and free use of public parking lots for one year.
County Governor Jung Jongbok stated, "This ordinance is a policy that rewards the 'voluntary responsibility' of residents who faithfully pay their taxes within the deadline," adding, "We will spread the consensus that faithful tax payment is the 'driving force for county development' and firmly establish a mature tax culture throughout the local community."
