It appears that he is using NATO Secretary General Mark Rutte's reference to him as "Daddy," which was meant to shower Trump with praise in an effort to prevent the US from withdrawing from NATO, to emphasize his own confident and authoritative persona.
On June 26 at around 11 a.m. (Korean time), the White House posted an edited video on its official social media accounts showing President Trump disembarking from Air Force One upon his arrival in the United States. The video was styled like a music video and featured the caption "Daddy's home." The background music selected was "Hey Daddy" by the well-known artist Usher.
On this day, Secretary General Rutte, in a one-on-one conversation with President Trump, referred to him as "Daddy" and praised Trump for mediating the ceasefire between Israel and Iran. President Trump compared the war between the two countries to a fight between "troublesome children," saying, "If you just let two kids fight for two or three minutes, it's easy to break it up afterward." In response, Secretary General Rutte jokingly replied, "That's when Daddy has to use strong language to make them stop."
Sky News in the UK reported, "The NATO summit was filled with lavish displays of affection from European leaders toward President Trump," but also noted, "Such efforts were evaluated as effective in keeping President Trump within the framework of the 'alliance.'"

Meanwhile, the 32 NATO member countries officially agreed to increase their defense spending to a total of 5% of their gross domestic product (GDP) by 2035. Bloomberg News described this statement as "a major victory for President Trump, who has repeatedly criticized European allies for insufficient security spending," but also noted, "It is also a major victory for European allies and Secretary General Rutte. Secretary General Rutte has spent months working to ensure the United States reaffirms Article 5 of the NATO treaty."
