Ansan City Eases Height and Floor Area Ratio Regulations to Promote Old Downtown Reconstruction
Upgrade of 1.52 Million Square Meters from Type 1 to Type 2 Residential Zones
Master Plans for Banwol New Town and Gojan District Also Prepared
Ansan City in Gyeonggi Province will relax regulations on building height and floor area ratio to improve the residential environment of aging single-family and multi-family housing areas. The city will also swiftly establish a master plan to promote the reconstruction of aging planned cities, such as Banwol New Town and Gojan District, to revitalize redevelopment efforts.

Seokhyo Hong, Director of the Urban Housing Bureau of Ansan City, explained, "Mid- and high-rise apartment complexes and areas densely populated with multi-family and multi-household dwellings in the old downtown are facing difficulties in promoting reconstruction due to various regulations and lack of business viability. We will improve citizens' residential environments by reforming these regulations."
First, the city plans to ease building regulations such as height and floor area ratio in the old downtown areas where multi-family and multi-household houses are concentrated, through the 2030 Urban Management Plan revision.
Specifically, the city will upgrade existing Type 1 General Residential Areas to Type 2 General Residential Areas. The areas subject to this upgrade cover 1.52 million square meters across 15 locations in the city. Once the upgrade is implemented, the height restriction of four stories or less will be removed, and the maximum floor area ratio will be increased from 200% to 250%.
Additionally, the city plans to amend the urban planning ordinance to ease the height limit within cityscape landscape districts from four stories to seven stories. For small-scale housing maintenance projects, the city will allow up to 15 stories, subject to review by the Urban Planning Committee.
The city also plans to promptly establish maintenance plans for Banwol New Town and Gojan District in accordance with the implementation of the "Aging Planned City Maintenance Act," targeting large-scale housing development districts of 1 million square meters or more.
The city is currently conducting a study to prepare the master plan. The master plan will include the designation of special maintenance zones, density plans such as floor area ratio, and matters related to public contributions. Once the master plan is prepared, the city will finalize it through administrative procedures, including public inspection by local residents, collecting opinions from the city council, review by the Urban Planning Committee, and approval from Gyeonggi Province.
After the master plan is finalized, the city will designate special maintenance zones and establish special maintenance plans, and then proceed with reconstruction and other projects in accordance with relevant individual laws.
