Jeonnam Assembly Member Seon Guk Choi's "Virtual Convergence Industry Promotion Ordinance" Passes Committee Review
Full-Fledged Efforts to Foster Future Industries

Jeonnam Province is taking full-fledged steps to foster the virtual convergence industry by utilizing advanced digital technologies such as artificial intelligence (AI), digital twin, and blockchain.
The Jeonnam Provincial Assembly announced on June 9 that the "Jeonnam Province Virtual Convergence Industry Promotion and Support Ordinance," proposed by Assembly Member Seon Guk Choi (Democratic Party of Korea, Mokpo 1), recently passed the review of the relevant standing committee.
This ordinance provides an institutional framework to systematically foster virtual convergence technologies such as AI, digital twin, and blockchain, and to establish a sustainable growth foundation for related industries. In particular, it is characterized by establishing a strategic response system at the local government level, taking into account the connection with central government policies such as the "Virtual Convergence Industry Promotion Act" enacted last year and the "1st Basic Plan for Virtual Convergence Industry Promotion (2025-2027)" currently being formulated by the Ministry of Science and ICT.
The main contents include: ▲establishing a basic plan for fostering the virtual convergence industry; ▲promoting support projects such as professional workforce training, startup support, and technology commercialization; and ▲building a cooperative system among the central government, local governments, academia, and research institutes. Based on this ordinance, innovation in various fields is expected through the use of advanced technologies, including smart agriculture, marine vessel safety management, and energy efficiency. In addition, it is anticipated to contribute to the advancement of non-face-to-face medical systems to address issues such as population aging and medical accessibility.
Assembly Member Choi stated, "The virtual convergence industry is not just a technological advancement, but a core strategic industry that will innovate all industrial structures and create high-quality jobs." He added, "In the midst of rapid changes where the boundaries between technologies and industries are quickly collapsing, Jeonnam Province needs to respond proactively and systematically." He continued, "With the enactment of this ordinance, I hope Jeonnam will grow into a center of advanced technology-based industries and become a future industry hub leading a sustainable regional economy."
Meanwhile, Assembly Member Choi has been consistently engaging in legislative activities to secure future growth engines for Jeonnam Province, such as the ordinance for fostering and supporting the data industry and the ordinance for promoting distributed energy.
