Hapcheon County Selected for Rural Agreement Project by Ministry of Agriculture, Food and Rural Affairs
Securing Growth Engines in the Southern Region
Laying the Foundation for a New Leap Forward
Hapcheon County in South Gyeongsang Province announced on May 13 that it has been selected for the Rural Agreement project, a public offering program organized by the Ministry of Agriculture, Food and Rural Affairs, with a total project budget of 42 billion KRW.
After extensive preparation, the county expects that this project, which will invest a total of 42 billion KRW over five years in the southern region, will revitalize the currently stagnant area.
The Rural Agreement is a system in which the government and Hapcheon County sign an agreement based on the county’s regional development plan. Through this agreement, the central government provides integrated funding over five years to support the creation of high-quality living service infrastructure, ensuring that all residents in underdeveloped rural areas can benefit from improved services. The project is carried out in collaboration with the government.
With this selection, Hapcheon County plans to implement 12 projects under the vision of "A Rural Area Where People Return, Southern Regional Revitalization Area." The projects include the Samga-myeon Rural Center Revitalization Project (20.7 billion KRW), the Ssangbaek-myeon Basic Living Base Project (4 billion KRW), the Gahoe-myeon Basic Living Base Project (4 billion KRW), the Rural Space Improvement Project (5.9 billion KRW), and the Ssangbaek-myeon Vulnerable Area Living Condition Improvement Project (2 billion KRW). These projects will be carried out over five years starting in 2026.
Hapcheon County, led by the county governor, has been making significant efforts to secure national and provincial funding through various public offerings, aiming to secure future growth engines and create a prosperous Hapcheon for all residents.
Starting with the Myosan-myeon Ungi District Rural Space Improvement Project (12.6 billion KRW) in February, the county was also selected for the Hapcheon Station Area Land Reserve Project (23.2 billion KRW) in March. With the final selection for the Rural Agreement, Hapcheon County has secured an additional 42 billion KRW in project funding. These achievements demonstrate the county’s determined efforts to turn crisis into opportunity, gradually yielding tangible results.
Additionally, the county is pursuing a total of 21.5 billion KRW in public offering projects, including the Vulnerable Area Living Condition Improvement Project for three villages (6 billion KRW) to expand basic living infrastructure and improve residential conditions in underdeveloped rural areas, the Rural Space Improvement Project (3.5 billion KRW) to address hazardous facilities near residential areas, and the Youth Job-Linked Housing Support Project (12 billion KRW) to improve housing conditions for young people. The outcome of these applications is drawing considerable attention.
Kim Yooncheol, the county governor, stated, "To realize the happiness of our residents and restore the true character of rural areas as places to live, work, and rest, we will continue to apply for national and provincial public offering projects. We will do our utmost to build a prosperous Hapcheon for all residents. With this selection, we will make the most of the opportunities created by the opening of the Hamyang-Ulsan Expressway and, by establishing basic living infrastructure in the southern region, we expect Hapcheon to be reborn as a place people want to return to and a place where people can truly thrive."
