The Citizen Participatory Budgeting system is a policy that enhances fiscal democracy by ensuring citizen participation in the budgeting process, thereby increasing transparency in financial management. Any citizen or organization residing in Gwangju can participate. The eligible projects are divided into two categories under the jurisdiction of Gwangju City: ▲Municipal Participation Type ▲Youth Participation Type.
The Municipal Participation Type includes projects closely related to citizens’ daily lives and with a high level of public benefit, with a budget of up to 500 million KRW. The Youth Participation Type accepts proposals for youth policy projects such as employment, entrepreneurship, customized education, and low birth rates, with no budget limit. However, projects that are complaint-driven, duplicate specific organization projects, one-time performances or festivals, or undermine public interest will be excluded from the review process.
Participants can download the application form from the Gwangju City website (Notices & Announcements) and submit it online through the 'Gwangju City Resident e-Participation System' and 'Citizen Square Gwangju ON.' Submissions are also accepted via email or mail.
Proposed projects will be reviewed by the relevant departments, followed by a citizen vote and deliberation by the Citizen Participatory Budgeting Committee, and will be reflected in next year's budget plan, which will be finalized upon approval by the city council.
Lee Byungcheol, Director of Planning and Coordination, stated, "We are making significant efforts to ensure the effective operation of the Citizen Participatory Budgeting system," and added, "As this system allows citizens to directly participate in the budgeting process rather than relying solely on administrative management, we ask for active project proposals and participation from citizens."
