Jeonnam Province Expands Support for Early Scrapping of Old Vehicles
Budget of 28.9 Billion KRW Allocated
Targeting Grade 4 and 5 Diesel Vehicles
Expected to Improve Air Quality
Jeollanam-do will allocate a budget of 28.9 billion KRW to support the early scrapping of old vehicles in order to reduce fine dust and improve air quality.
The vehicles eligible for support include: ▲ Grade 4 and 5 diesel vehicles (Grade 5 includes vehicles using fuels other than diesel); ▲ Three types of road construction machinery (dump trucks, concrete mixer trucks, concrete pump trucks) manufactured before August 31, 2009, under the previous emission standards; ▲ Forklifts and excavators manufactured under the pre-2004 automobile emission standards.
To qualify for support, vehicles must be in normal driving condition and pass all items except for smoke emissions in the regular inspection. They must have been registered in the application area for more than six months and must not have a history of installing emission reduction devices or replacing engines with low-emission ones through government or local government support. Additionally, vehicles must pass the performance inspection.
The amount of support varies according to the emission grade and the vehicle value determined by the Insurance Development Institute. For vehicles weighing less than 3.5 tons, Grade 5 vehicles can receive up to 3 million KRW, while Grade 4 vehicles can receive up to 8 million KRW.
For low-income households (vehicles used for livelihood) and small business owners, an additional 1 million KRW is provided on top of the basic subsidy within the maximum limit.
The application period and procedures can be checked through the announcement on the website of the city or county office with jurisdiction over the resident registration address, or by contacting the relevant environmental department of the city or county.
Vehicle owners can check the emission grade of their vehicles through the Automobile Emissions Integrated Computer System or by calling 114.
Meanwhile, Jeollanam-do is also supporting the installation of diesel particulate filters and the replacement of construction machinery engines, in addition to the early scrapping of old vehicles, to reduce emissions from vehicles in operation.
In the past three years (2022-2024), support was provided for the early scrapping of 29,812 vehicles, the installation of diesel particulate filters on 3,187 vehicles, and the replacement of engines in 1,138 pieces of construction machinery.
