The city started the basic design and feasibility study in July 2020, began construction in August 2023, and completed the construction last October.
The facility was built with three floors above ground and a total floor area of 1,922㎡. The first floor is used as a sheltered workshop, the second floor for daytime use, and the third floor for short-term residence. The operation of the facility is entrusted to the nonprofit organization Sarangui Songil, selected through a public recruitment of private consignment institutions in September last year, and will be managed until December 2029. For the convenience of users, the city created an additional parking lot for 30 vehicles on a nearby site in addition to the 23 parking spaces in the building.
