The Seoul Metropolitan Government is conducting an on-site inspection ahead of the move-in at Lotte Castle Eastpole in Gwangjin-gu, Seoul, where 216 households are being supplied through the ‘Miri Nae Jip (Long-term Jeonse Housing II)’ program.
On the morning of the 31st, Seoul Mayor Oh Se-hoon visited the Lotte Castle Eastpole site and toured the area with four newlywed couples who won the Miri Nae Jip lottery, holding a meeting to listen to their difficulties regarding marriage and childbirth.
Miri Nae Jip is a housing policy introduced by Mayor Oh in 2007 that provides long-term jeonse housing (shift) at affordable prices specifically for newlywed couples. Eligible beneficiaries can move in at prices lower than the surrounding market rates, and the residency period can be extended up to 20 years upon childbirth. Households with two or more children are also offered incentives to purchase the housing at up to 20% below market price.
Previously, Seoul began supplying Miri Nae Jip with 300 households at Olympic Park Preon in Dunchon-dong, Gangdong-gu, in July last year, and has supplied a total of 1,022 households over three rounds. In August last year, 327 households were recruited for six complexes, including ‘Lotte Castle Eastpole (Jayang-dong, Gwangjin-gu)’ and ‘Hillstate I-Pyeonhansesang Munjeong (Munjeong-dong, Songpa-gu).’ Among them, Lotte Castle Eastpole recorded a competition rate of 52.9 to 1.
Seoul plans to continue expanding housing supply for newlywed and childbirth households. The goal is to supply 3,500 households this year and 4,000 households next year through the Miri Nae Jip program. The 4th round of Miri Nae Jip tenant recruitment will begin in April. Scheduled complexes for recruitment include △Imun I-Park Xi (Dongdaemun-gu) and △Junghwa Rivercen SK View Lotte Castle (Jungnang-gu). Including the deposit support type Miri Nae Jip, more than 400 households will be supplied in total.
Moreover, starting this year, the supply will expand beyond apartment-centered housing to include non-apartment types such as multi-family houses and hanok. The city plans to purchase newly built multi-family, row houses, and urban lifestyle housing to supply them at prices lower than market rates.
Plans are also under consideration to utilize long-term jeonse expiration units to provide relocation support and priority purchase opportunities upon childbirth. For households with three or more children, the city intends to offer the opportunity to move to larger units starting from the third year of residence instead of the existing 10 years, and to allow the use of priority purchase rights from 10 years instead of the current 20 years to encourage childbirth.
The government is also implementing amendments that partially reflect the core contents of Seoul’s housing policy. The revised ‘Housing Supply Regulations,’ ‘Public Housing Special Act Enforcement Regulations,’ and administrative rules, effective from the 31st, include provisions allowing public rental housing tenants to renew contracts regardless of income and asset criteria if they give birth while residing. Additionally, for long-term jeonse housing, dual-income households can apply for subscriptions up to 200% of the average monthly urban worker income.

The city plans to propose expanding the Miri Nae Jip program nationwide to efficiently address low birth rates. A Seoul city official stated, “We will propose the nationwide expansion of Miri Nae Jip to support housing stability for newlywed couples and maximize the effectiveness of low birth rate policies,” adding, “We will also strengthen cooperation with the government.”
