Ulju County Sets Goal to Create 13,911 Jobs This Year
Detailed Employment Plan Announced

Ulsan Ulju-gun has established and is implementing an employment plan this year with the goal of creating 13,911 jobs.
On this day, Ulju-gun announced the ‘2025 Detailed Employment Plan’ on the county office website to achieve the job creation goals of the 8th popularly elected administration.
This employment plan announcement was carried out in accordance with the implementation of the ‘Local Employment Announcement System,’ which requires local government heads to publicly declare their employment targets and related measures to residents during their term.
Previously, Ulju-gun established a comprehensive plan in 2022 and announced the 8th administration’s employment targets: creating 24,000 jobs and achieving an employment rate of 65.5% by 2026.
In connection with the 8th administration’s comprehensive plan, annual detailed plans are being established. In the first year, 2023, the target was 15,036 jobs, with an actual result of 13,761, achieving 91.5% of the goal. Last year, the target was 10,577 jobs, with an actual result of 12,279, achieving 116.3% of the goal, showing steady progress.
By sector, projects such as employment incentives and startup support, represented by the ‘Happy Ulju Good Job Creation Project,’ far exceeded their targets, while the private sector job creation rate was low due to sluggish private SOC projects.
This year, Ulju-gun will invest a total employment budget of 127.4 billion KRW to achieve an employment rate of over 65%, 116,000 employed people, and 13,911 jobs supported, accelerating efforts for job creation.
The main action tasks are: △Direct job support for the livelihood stability of vulnerable groups △Job competency development training tailored to local industries △Creation of quality jobs through employment services △Employment incentives for stable employment △Promotion and expansion of startups △Expansion of job infrastructure △Support for private sector job creation, totaling seven key tasks.
For the private SOC projects, which underperformed last year, Ulju-gun will assess feasibility to set realistic targets and has raised goals in job competency development training and startup support sectors.
To achieve these goals, Ulju-gun will strengthen its job infrastructure, including the Ulju-gun Startup and Employment Support Center, the Ulju-gun Women’s New Employment Center, and six senior job placement agencies.
By improving the quality of employment services such as job counseling and newly implementing employment incentives (Happy First Step, Ulju Employment Incentive Support), the county aims to increase both employment and hiring rates. Full efforts will also be made to boost youth employment through support for youth startups, self-development expenses, and youth internship programs.
Additionally, by attracting corporate investment and supporting the management of small businesses and SMEs, Ulju-gun plans to systematically promote projects that foster a foundation for corporate growth and a stable employment environment, leading to high-quality, private sector-led job creation.
