Incheon City Completes 59% of Land Readjustment Parcels... Plans to Process 2,402 Parcels This Year
Incheon City is set to carry out cadastral readjustment for 2,402 parcels across 14 districts this year.
Since 2012, the city has been promoting the cadastral readjustment project, investing 8.9 billion KRW in national subsidies up to last year, and has improved 42,837 parcels, accounting for 59% of the total target parcels. This year, the project will target a total of 14 districts and 2,402 parcels (2,426㎡), prioritizing areas where at least two-thirds of the landowners in cadastral mismatch zones have agreed.
Accordingly, on the 24th, the city held a cadastral readjustment committee meeting to review and approve the designation of cadastral readjustment districts in Ganghwa-gun, Ongjin-gun, Namdong-gu, and Gyeyang-gu. The newly designated areas include a total of 7 districts and 1,479 parcels (1,380㎡), and the remaining 7 districts are planned to be designated within the first half of the year.
The city expects effects such as land regularization, resolution of blind spots, elimination of building encroachments, and improvement of residential conditions in the original downtown area through the cadastral readjustment project.

View original imageCadastral readjustment is a project that resolves discrepancies between the actual land use status and the registered information in the cadastral register (land information register), and enhances national land management efficiency by digitizing paper cadastral maps using precise surveying technology. It began in 2012 and is being implemented nationwide until 2030.
The cadastral maps currently in use were created during the Japanese colonial period, and due to the limitations of surveying technology at that time, their accuracy is low. Additionally, the paper material has been damaged and deformed, causing issues when digitized and leading to land boundary disputes.
In the case of Incheon, out of approximately 660,000 parcels, 72,755 parcels, accounting for 11%, currently show discrepancies between the cadastral maps and the actual land use status. These issues are mainly concentrated in the original downtown and island areas, increasing social conflicts and economic costs due to boundary disputes between neighbors, thereby hindering residential conditions in the original downtown.
