Gwangmyeong City in Gyeonggi Province is operating a diverse crisis household detection system using big data analysis to eliminate welfare blind spots.
On the 26th, Gwangmyeong City held a policy briefing at the city hall's mid-sized conference room and announced the promotion of four major projects to discover welfare blind spots. To identify blind spots, the city is expanding policies such as ▲utilizing big data ▲registered mail service ▲QR code welfare consultation ▲activation of personal safety nets.

First, the city analyzes 47 types of crisis signs such as power outages, water outages, business suspension or closure, unemployment, overdue communication fees, and health insurance premiums through big data to select high-risk vulnerable households and provide prompt support. Data is collected every two months, registered in the system, and customized services are provided according to the crisis situation. The city explained that the number of crisis detections increased about twofold from 3,256 cases in 2022 to 6,340 cases last year due to data accumulation and improved analysis techniques.
Registered mail is also actively used to track targeted crisis households. For households that are eligible for support but cannot be contacted or have no contact information, welfare guidance letters are sent via registered mail to provide related information. To this end, the city signed an agreement with Gwangmyeong Post Office in June last year. Postal workers are responsible for providing welfare service information as well as identifying crisis signs such as overdue bills and accumulated mail. Last year, the city sent registered mail to a total of 720 households, with 500 of these sent intensively to vulnerable groups during the cold wave in November and December.
Since August last year, the city has also introduced a 'QR Code Welfare Consultation System' to allow crisis households to request welfare services themselves. Through QR codes placed in pharmacies, hospitals, convenience stores, and snack bars frequently visited by vulnerable groups, crisis households can access the system and enter only basic information, after which a person in charge contacts them directly to provide consultation services. If assistance is deemed necessary after consultation, the city’s case manager immediately visits the home to provide customized welfare services.
The city is also expanding crisis household detection through public-private cooperation. It appoints 'Honorary Social Welfare Officers' composed of welfare account holders, members of the local community security council, postal workers, yogurt delivery workers, and city gas meter readers to supplement the discovery of welfare blind spots. Currently, 1,771 honorary social welfare officers are active in Gwangmyeong City.
Additionally, the city plans to actively discover high-risk vulnerable households through reward payments, expansion of AI-based crisis sign monitoring, and increased installation of smart plugs.

Previously, the city identified 7,065 crisis households last year, providing public support such as basic livelihood security, second-lowest income class, and emergency support to 707 households. For 3,886 households, support was provided through private resources such as sponsorship goods, heating costs, and living expenses.
