Bucheon-si, AI-Based CCTV 'Crowd Safety Solution'... Ensuring Safety at Spring Flower Festival Venue
Bucheon City in Gyeonggi Province announced on the 25th that starting with the Azalea Festival at the end of March, it will operate an AI-based intelligent CCTV 'Crowd Safety Solution' at large-scale spring flower festivals such as the Cherry Blossom Festival, Peach Blossom Festival, and Rose Festival to create a safe and pleasant festival environment.
The Crowd Safety Solution is a system that analyzes population density within a certain area in real time, monitors crowd situations at the integrated CCTV control center when crowding occurs, and prevents crowd accidents through announcement broadcasts and notifications to related agencies.
This system operates by dividing the crisis alert levels into four stages: Interest, Caution, Alert, and Severe. It is set based on population density per 1㎡, and monitoring at the integrated CCTV control center is intensified at the Caution stage.
When the Alert stage or higher is reached, entry of visitors is controlled and dispersal measures are implemented through announcement broadcasts using emergency bells and on-site situation dissemination. At the Severe stage or higher, related agencies such as the disaster situation room and police station are immediately notified to take safety measures.
To ensure rapid situation awareness, the city plans to lower the density criteria for each crisis alert level of the Crowd Safety Solution and expand training to strengthen the response capabilities of controllers, prioritizing visitor safety.

Jo Yong-ik, mayor of Bucheon, said, "CCTV demonstrates a stronger safety effect when combined with AI analysis and the Crowd Safety Solution beyond simple surveillance," adding, "This year as well, we will continuously expand CCTV installations and replace outdated security cameras to minimize safety blind spots."
