Gyeonggi Province announced on the 22nd that it will promote 'on-site consulting' to strengthen the quality and safety management of local roads managed by non-administrative agencies, which are carried out by private businesses.
This measure comes in response to the increased importance of quality and safety management due to the rise in applications for road construction projects by private businesses, driven by large-scale development projects (apartment complexes, logistics and distribution centers) around local roads.
The number of non-administrative agency road construction projects has increased from 16 cases in 2020, 20 in 2021, 37 in 2022, 41 in 2023, to 43 in 2024, with approximately 50% of these, or 76 cases, being applications from private businesses.
In particular, road construction projects carried out by private entities often have lower quality reliability compared to those conducted by city/county governments and public institutions (such as LH). Accordingly, Gyeonggi Province has established a systematic plan to strengthen quality and safety management for private road construction projects.
Gyeonggi Province plans to conduct on-site consulting by utilizing expert personnel pools from the Construction Safety Technology Division during private road construction projects. They will review the appropriateness of construction methods such as retaining wall structures on-site, inspect safety management systems, and verify quality control procedures, applying these findings to the field to achieve practical improvements.
Private businesses will implement improvement measures on-site based on the expert consulting advice, while the province will verify the application of these recommendations and, if necessary, request additional actions after checking whether the advisory opinions have been reflected.
Through on-site consulting, Gyeonggi Province expects effects such as accident prevention, securing quality reliability, and budget savings. In particular, thorough safety inspections and quality management of construction processes with a high risk of accidents will lead to quality improvements by private businesses and are expected to reduce future budgets required for the maintenance and management of road facilities.
