Representative Proposal for Amendment of the 'Three Military Academy Acts'
"Fostering Democratic Citizenship Values in ROK Military Officers"
Kim Moonsu, a member of the Democratic Party of Korea (representing Suncheon, Gwangyang, Gokseong, and Gurye-gap in South Jeolla Province), announced on the 19th that he has proposed a bill to revise the educational objectives of the nation's military academies?including the Korea Military Academy, Korea Army Academy at Yeongcheon, and Korea Armed Forces Nursing Academy?to explicitly include "the cultivation of sound values as democratic citizens."
This move comes amid growing calls for a thorough education in democratic values and the spirit of the Constitution at military academies, given that both Defense Minister Kim Yonghyun, the mastermind behind the "12.3 Coup," and former Defense Intelligence Command chief Noh Sangwon are graduates of the Korea Military Academy.
Kim pointed out that if the 12.3 Coup had succeeded, the Republic of Korea might have witnessed horrific political massacres and acts of terror, as outlined in Noh Sangwon's notebook.
The proposed amendment aims to clearly include the formation of democratic citizens' values in the educational objectives of military academies, thereby establishing a correct understanding of democracy and constitutional principles within the military and strengthening the military's political neutrality and sense of responsibility.
Kim stated, "What is required of officers in the Republic of Korea Armed Forces is not only military and academic knowledge, but also the ability to properly understand and fulfill the role the military must play in a democratic republic," adding, "The 'Constitution and Democratic Citizenship' course at the Korea Military Academy was abolished, and this must be rectified."
Kim further emphasized, "If educational institutions responsible for training officers fail to properly instill the values of democratic citizenship, the military, which should protect the nation, could instead become a force that threatens democracy."
