Seongbuk-gu's terrain is hilly, which made travel difficult for residents and raised safety concerns during heavy snowfalls. To alleviate residents' inconvenience and ensure safety, the district actively installed road heating systems during the 7th and 8th local government administrations.
Since the implementation of the road heating system, there has been a noticeable reduction in traffic congestion and accident rates caused by heavy snow. According to the district office, delivery workers often express their gratitude when Mayor Lee Seung-ro visits the site. The system not only ensures the safety of delivery drivers who must complete deliveries even in snowy conditions but also maintains trust with customers.
The road heating system is also well-known among netizens. Because snow does not accumulate on the roads, humorous sightings such as "cats sleeping on the roads" have been shared, and posts saying "Seongbuk-gu’s road heating is so famous that the district eagerly awaits snowfall" have appeared.
