Uijeongbu-si Launches Full-Scale Development of Park Golf Course Above Buyong Tunnel
Conditional Approval from the Ministry of Land, Infrastructure and Transport Boosts Project Momentum
Park Golf Course and Sports Facilities to Be Built on a Total Area of 34,700㎡
The ‘Buyong Tunnel Upper Sports Park Development Project’ promoted by Uijeongbu City, Gyeonggi Province (Mayor Kim Dong-geun) is set to proceed in earnest after receiving conditional approval from the Ministry of Land, Infrastructure and Transport.

View original imageAccording to Uijeongbu City on the 13th, since last June, with the addition of park golf courses to living sports facilities under the Sports Facilities Act and the increasing demand for park golf, which causes less environmental damage, there have been frequent requests from local governments to lower the barriers to installing park golf courses.
In response, the Ministry of Land, Infrastructure and Transport promoted regulatory relaxation by allowing the installation of park golf courses within greenbelt areas in November last year.
The Buyong Tunnel Upper Sports Park (formerly Cultural Park) is located in San 100-35, Minrak-dong, and was selected last year in the Gyeonggi Province Sports Support Facilities public project. Various sports facilities, including an 18-hole park golf course, are planned to be developed in the park covering a total area of 34,700㎡.
This location is adjacent to Tapseok Station, offering excellent accessibility, and is also close to Minrak National Sports Center and Minrak Sports Town, which is expected to contribute to improving citizens’ sports welfare.
The project site falls within a greenbelt area, making consultation with the Ministry of Land, Infrastructure and Transport essential. Accordingly, the city conducted a total of seven preliminary consultations with the Ministry from March last year to January this year, and on the 4th, at the ‘3rd Preliminary Consultation on the 2025 Greenbelt Management Plan’ held at the Government Sejong Complex, final conditional approval was granted.
The main consultation points included ▲ the feasibility of changing the location and theme of the sports park (from Cultural Park to Sports Park) ▲ post-completion operation and management plans. The city explained the number of park golf users and the necessity of the facilities, reviewed the safety of the area above the tunnel, and established grounds for project promotion to meet the approval requirements.
After supplementing the conditional resolutions, the city plans to complete administrative procedures such as the sports park designation, greenbelt activity permits, and park development plans by the first half of this year and commence construction in July.
