Seoul City to Fully Implement Three-Dimensional Park System This Month: "Filling All of Seoul with Parks"
Seoul City announced on the 5th that it has established the 'Standards for Installation and Operation of Three-dimensional Parks' and will begin full-scale implementation this month to expand various park green spaces.
Through this measure, comprehensive guidelines regarding location and planning standards, management, and operation of three-dimensional parks have been prepared. The regulation that required securing at least 5% of the site area as a flat park on natural ground during large-scale redevelopment projects has been relaxed. Parks created on artificial ground above buildings or structures such as cultural facilities and parking lots will also be recognized as mandatory secured parks.
Earlier, the city announced the introduction of the three-dimensional park system as Regulation Removal No. 6. The redevelopment rapid integrated planning target site in the area of 130 Mia-dong will be promoted as a pilot project for three-dimensional parks.
In addition, the concept of three-dimensional parks and the areas where they can be installed have been clarified. A three-dimensional park refers to a park created by utilizing space three-dimensionally, meaning a park where the lower part is artificial ground with buildings or structures installed.
The location criteria refer to terrain advantageous for three-dimensional spatial utilization for urban function complexification, pedestrian and green space connectivity, etc. Three-dimensional parks will only be allowed in areas where securing natural ground parks is difficult due to land conditions.
The area of a three-dimensional park must be secured at 3,000㎡ or more, with a width of at least 30m. At least 20% of the three-dimensional park must be in contact with the ground, and it must be connected to the main pedestrian routes on the ground floor. Also, independent vertical movement facilities must be secured to allow for constant accessibility.
The city stated that through the standards for three-dimensional parks, during large-scale redevelopment projects, private ownership of the existing land can be maintained while creating three-dimensional parks above, and local convenience facilities can be secured by utilizing the lower space.
Furthermore, to ensure the structural safety of three-dimensional parks and facilitate maintenance and management, plans are underway to apply incentives for the installation costs of three-dimensional parks during large-scale redevelopment projects.
In line with this regulation removal policy, the city will actively apply this system to facilitate smoother redevelopment projects and plans to strengthen support especially through rapid integrated planning.
The city also plans to create various types of parks in locations with high citizen accessibility by utilizing terrain differences and to naturally open the lower spaces by linking them to local convenience facilities. Through this, it aims to secure high-quality parks while enhancing accessibility.
