Gijang-gun Initiates 'Negotiated Purchase of Private Land within Current Roads'... Moves Toward Efficient Road Management
Busan Gijang-gun is implementing the '2025 Negotiated Purchase of Private Land within Existing Roads' targeting private land within existing roads used for public passage.
This negotiated purchase is being promoted to resolve various civil complaints and private property rights infringements caused by private land within existing roads, and to enable efficient road maintenance such as installation of water and sewage pipes, city gas pipes, communication conduits, and resurfacing of deteriorated roads.
The purchase targets private land within existing roads up to 8 meters wide in residential, commercial, and industrial zones according to land use districts. However, sites designated as urban or county planning facilities under the 'National Land Planning and Utilization Act' or access roads opened for the purpose of subdivision and private land development are excluded.
The county will accept applications from landowners wishing to sell from March 4 to 31 (4 weeks), select target sites, and proceed with negotiated purchases. If the land is co-owned, all owners must apply together, and if the owner is deceased, applications must be made after completing inheritance registration and related procedures.
The selection criteria prioritize roads with a width of 4 meters or less as first priority, 6 meters or less as second priority, and 8 meters or less as third priority. Based on the primary criteria, priority is determined comprehensively considering multiple purchase applications within the same existing road and users (traffic volume). Land appraisals will be conducted by two appraisal companies based on current conditions, and existing roads will be appraised at up to one-third of the appraisal value of adjacent land.
County Governor Jeong Jong-bok stated, "Through this policy, we expect to proactively resolve various disputes within existing roads and contribute to efficient road maintenance."
