The proactive administration of Changwon Special City in Gyeongnam prevented damage to prospective residents who were at risk of not being able to move in on their scheduled move-in dates.

View original imageAlthough there were difficulties in apartment move-ins due to some incomplete on-site conditions, Changwon Special City has strived to assist by actively utilizing relevant systems and engaging in proactive consultations to handle complaints promptly, thereby supporting citizens' opportunities to own homes and helping construction companies facing financial difficulties amid economic hardships.
First, in the case of a private rental apartment complex (608 units) located in Anmin-dong, the city confirmed at the end of last year that construction was completed in early December; however, administrative delays related to the restoration of damaged areas within the development restriction zone caused obstacles to move-in.
In response, the city secured the effectiveness and validity of the project by requiring the project operator to submit a performance bond for the restoration of the damaged area, and swiftly handled the apartment move-in complaints by utilizing Gyeongsangnam-do’s pre-consultation audit system.
As a result, the supply of high-quality rental housing contributed to the residential stability of ordinary citizens and prevented damage to residents caused by move-in delays. It also played an important role in alleviating the financial difficulties of construction companies amid the sluggish construction market.
A regional housing association (515 units) in Dong-eup, which obtained approval for establishment in 2015, began housing construction in 2017. However, due to poor sales caused by the real estate market downturn, construction was halted, and internal lawsuits related to land acquisition caused difficulties in project progress. Despite this, the association applied for a temporary use inspection near the scheduled apartment move-in date this year due to incomplete infrastructure such as transportation facilities.
Considering concerns about the association’s potential bankruptcy due to move-in disruptions and the construction company’s financial difficulties, the city sought a solution and determined that there was no hindrance to housing use. Accordingly, the complaint was processed on the condition that infrastructure construction be completed, and administrative procedures were carried out to ensure no disruption to move-in.
In particular, the city directly explained the situation to 29 institutions and departments and actively requested reviews to enable processing, resolving the move-in complaints of regional housing association members who had faced delays of over 10 years and were on the brink of bankruptcy.
In the case of a 1,000-unit apartment complex located in Gamgye, Buk-myeon, although construction was completed, potential discomfort related to views and fences caused by undesirable facilities upon move-in was identified in advance. The project operator was made to establish resolution measures, increasing resident satisfaction. Additionally, although there were some concerns last year that the project operator’s workout application might jeopardize the apartment move-in, Changwon City’s prompt response and complaint handling alleviated these worries.
In all three cases, despite the residents facing seemingly disastrous situations, move-in was inevitable. Construction companies were at risk of workout or bankruptcy due to financial difficulties, but thanks to the city’s proactive administrative support, they avoided crisis and were able to proceed with move-in without disruption.

Jo Myung-rae, the 2nd Deputy Mayor of Changwon Special City, stated, “The recent cases of quickly resolving move-in delays through swift housing administration responses not only alleviated citizen inconveniences but also promoted the livelihood stability of residents and prevented financial crises for construction companies, demonstrating the results of proactive administration.” He added, “We will continue to focus on stabilizing people’s livelihoods and ensure timely and smooth complaint handling by providing prior administrative guidance to project entities and maintaining proactive administration.”
