Gwangju Office of Education Faces Controversy Over Inadequate Review of Non-Profit Academy Establishment Approvals

Gwangju Seobu Office of Education has come under criticism for approving the establishment of a language institute for young children by a nonprofit organization without proper legal review. Although nonprofit organizations are prohibited from engaging in for-profit activities, Nonprofit Organization A has been operating a language institute for children, effectively running a profit-making business. In response, the group Citizens for a Society Without Academic Cliques has called on the Gwangju Office of Education to immediately revoke the establishment permit and to establish a rigorous management and supervision system.
According to Citizens for a Society Without Academic Cliques on the 24th, nonprofit organizations are legally allowed to engage only in nonprofit activities such as academic, religious, or charitable work. However, Organization A was found to have violated these regulations by operating language institutes for young children nationwide.
Regarding this issue, Citizens for a Society Without Academic Cliques stated, "It has been confirmed that the Gwangju Seobu Office of Education approved the establishment of the institute after reviewing only the articles of incorporation and registration documents," and pointed out that this was "an administrative error due to insufficient review of the legal requirements for nonprofit organizations." They added, "As a result, they have effectively given a free pass to the for-profit activities of a nonprofit organization."
The group further argued, "The institute in question is promoting itself on social media and elsewhere in a way that could lead to confusion with kindergartens, or by highlighting its proximity to private elementary schools to appeal to parents' educational ambitions, thereby threatening the public education environment."
Citizens for a Society Without Academic Cliques reiterated, "It has been confirmed that Organization A is also operating a private kindergarten in Gwangju," and criticized, "By operating both public and private education institutions simultaneously, they are undermining the foundation of public education." The group once again called on the Gwangju Office of Education to immediately revoke the establishment permit for Organization A's institute and to establish a thorough management and supervision system to prevent further legal violations by nonprofit organizations.
