There are criticisms that Oh raised issues without fully understanding the facts, as Governor Kim refuted with specific figures.
At the 2nd plenary session of the 357th extraordinary meeting of the provincial council, Oh stated, "Of Governor Kim's pledges, only 8 out of 131 projects have been completed, and Kim Jicheol, Superintendent of Education for Chungnam, has completed 9 out of 65 pledges."
He continued, "The pledges made to the residents have not been realized in a way that truly impacts their lives," and added, "Most of the projects promised by the provincial government and the education office remain in the stages of creation and establishment."
Oh pointed out, "The so-called 'Strong Chungnam' slogan of Governor Kim sounds paradoxical. So far, there has been little strength, and the results of the 'Strong Chungnam' projects are not clearly visible, making it seem more like a promise to work harder in the future."
He particularly criticized, "Major projects such as Seosan Airport, Garorimman National Marine Ecological Park, and the Second Seohae Bridge, as well as various SOC projects, have not been realized."
He urged, "Please strengthen cooperation with relevant ministries so that these core projects can be implemented as soon as possible, and work to secure economic, financial, and policy support through smooth communication with the central government."
In response, Governor Kim stated, "As of December last year, 81 pledges have been completed, and 50 are in progress."
He added, "For your reference, this is based on the standards of the Korea Manifesto Implementation Headquarters. In the annual evaluation of the implementation of pledges by city and provincial governors, we have ranked first for two consecutive years."
He especially emphasized, "In addition to the pledge projects, we are pushing forward with major projects such as the 790,000-pyeong Hongseong National Industrial Complex, the relocation of Chungnam National University Naepo Campus, the establishment of a gifted school, and the creation of a smart farm."
Governor Kim said, "As the ruling party's candidate for governor, I regret that progress has not been made in infrastructure construction, even though we have received presidential pledges."
He continued, "These projects inevitably remain as long-term plans. I have already asked for residents' understanding at a press conference last month."
He added, "I will do my best to fulfill all the pledges made to the residents. I am not the type to just let things slide without action."
