Daejeon City Launches Survey to Identify Solitary and Reclusive Middle-Aged Adults at Risk of Lonely Death
Support for Mental Recovery, Relationship Restoration, and Daily Life Recovery Services
Daejeon City announced that it will conduct a focused survey to identify high-risk groups for solitary death among isolated and reclusive young and middle-aged adults until March, in order to prevent solitary deaths and address social isolation.
The survey will be conducted through home visits and telephone interviews, and the Ministry of Health and Welfare's "Social Isolation Household Survey Form" will be used to select those at risk of solitary death.
For individuals identified in the 2023 Ministry of Health and Welfare status survey and the 2024 Daejeon City status survey, a notification message will be sent, followed by a survey link via mobile text message to encourage participation.
Among those identified, young adults will be provided with services for mental recovery, relationship restoration, and daily life support, while middle-aged adults will receive customized services such as welfare check-ins, lifestyle improvement support, and social network formation programs according to their age group.
An initial counseling system using AI will also be operated. Requests made through the township and neighborhood AI welfare counseling phone service will be connected to the necessary welfare services.
The system for identifying high-risk groups for solitary death within the community will also be strengthened through solitary death prevention gatekeepers (such as local civilian resources like community leaders).
According to the Ministry of Health and Welfare's status survey released in October last year, the number of solitary death cases in Daejeon was 128 in 2021, 141 in 2022, and 104 in 2023.
This year, the city will invest 55 billion won to implement 12 unit projects and 50 detailed projects based on four main strategies: identifying high-risk groups for solitary death, strengthening social connections to resolve social isolation, and providing services tailored to each stage of life.
Kim Jongmin, Director of Welfare at Daejeon City, said, "The issue of solitary death is not simply a personal problem but a serious social problem where human dignity is lost due to social isolation. We will make Daejeon safer by detecting high-risk groups early and strengthening customized support and case management."
