Seongdong-gu Selected as the Nation's Only Top Institution for 8 Consecutive Years in the 'Comprehensive Civil Service Evaluation'

Seongdong-gu, Seoul (Mayor Jung Won-oh) announced that it was selected as the best institution by receiving an 'A' grade in the '2024 Comprehensive Civil Service Evaluation' jointly conducted by the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission.
The 'Comprehensive Civil Service Evaluation' is a system that comprehensively evaluates the level of civil services directly experienced by the public and the actual operation of civil complaints across a total of 307 institutions, including 47 central administrative agencies, 243 metropolitan and basic local governments, and 17 metropolitan and provincial offices of education.
Conducted annually since 2016, Seongdong-gu was evaluated on 20 indicators across five categories: civil administration strategy and system, civil service system operation, handling of civil complaints through the National Sinmungo, grievance complaint handling, and civil service satisfaction, resulting in an 'A' grade, placing it in the top 10%.
In particular, Seongdong-gu has been selected as the 'Best Institution' for eight consecutive years from the first evaluation in 2017, when evaluations for basic local governments began, through 2024, achieving a nationwide first and the only record in the country. This is significant as it objectively recognizes the excellence of Seongdong-gu’s civil service environment and services on a national level and solidifies the foundation for providing even higher-level civil services.
First, Seongdong-gu received high evaluations for providing differentiated civil services unique to the district, such as operating a single-person household administrative support center within the Hanyang University campus, the autonomous AI civil service guide robot 'Seongdong-i', and establishing a barrier-free smart civil service form creation system accessible to vulnerable groups including people with disabilities.
Seongdong-gu’s 'Quick Reservation System', which allows booking all public services in one place, and the development of a 'Non-face-to-face Eligibility Verification Service' that instantly confirms benefits or eligibility online without submitting documents by linking administrative information sharing, were cited as excellent cases of creative and effective civil administration system improvements.
Additionally, efforts to peacefully renovate the Majang-dong Food Alley, a long-standing resident concern for about 35 years, without physical conflict were recognized for resolving grievance complaints. The 'Everyone’s First Floor, Customized Ramp Installation Support Project', which improved mobility for wheelchairs and strollers, received high marks in the field of system improvement to prevent civil complaints.
Especially, the active efforts of the institution’s head in civil administration, such as 'Mayor’s Dialogue Day', 'Mayor-Parents Meeting', and 'Mayor’s Text Complaint Service', continuously received high evaluations, achieving perfect scores in these indicators.
