Police to Disclose Personal Information Until the 10th of Next Month

The identity of Kim Nokwan (33), who formed a cyber sexual violence crime group called 'Jagyeongdan' on Telegram and sexually exploited 234 men and women over about five years, has been disclosed.
The Seoul Metropolitan Police Agency revealed Kim's name, age, and photo on its website on the 8th. This information will be available for about a month until the 10th of next month.
The police held a personal information disclosure review committee on the 22nd of last month and decided to disclose the information. Kim appealed against this decision and applied for a stay of execution, but the Seoul Administrative Court dismissed it.
Kim, who called himself a 'pastor,' formed Jagyeongdan in May 2020 and was investigated to have sexually assaulted 234 men and women by producing sexual exploitation materials or through threats and psychological control until January of this year.

Among the victims, 159 were minors. The number of victims is more than three times that of the Telegram 'Baksa Bang' case involving Cho Ju-bin (29), who produced and distributed child and youth sexual exploitation materials in 2019?2020 (73 victims).
