Jeonnam Provincial Assembly Member Seo Dongwook: "Victims Under 15 Excluded from Compensation"
"Unfair Provincial Residents' Safety Insurance System Needs Improvement"
Seo Dongwook, a member of the Jeonnam Provincial Council (Democratic Party of Korea, Suncheon 4), has called for improvements to the current system that excludes minors under the age of 15 from coverage under the Provincial Residents' Safety Insurance.
During the 387th temporary session's Residents' Safety Office report on the 5th, Seo pointed out, "While Jeonnam's Residents' Safety Insurance covers various accidents and disaster damages, there is a problem in that fatal accidents involving minors under the age of 15 are excluded from compensation."
According to Article 732 of the current Commercial Act, insurance contracts that designate the death of persons under 15, those who are mentally incapacitated, or those with severe mental disabilities as the insured event are rendered invalid. As a result, even if a minor under the age of 15 dies due to social disasters such as the recent Jeju Air incident or natural disasters, their bereaved families are not eligible for compensation under the Residents' Safety Insurance.
Seo emphasized, "Considering the purpose of public insurance to guarantee residents' safety, the Residents' Safety Insurance should serve as a practical safety net," and added, "It is necessary to establish a compensation system that meets social demands in the face of disasters that occur without warning."
He also requested, "Please consider adding special provisions to the children's safety insurance, such as lump-sum payments for injury diagnoses and medical expenses for treatment, in the event of injuries or safety accidents involving children."
