Hanam-si, Best Civil Service Nationwide... Selected as Top Institution for 4 Consecutive Years
Hanam City, Gyeonggi Province (Mayor Lee Hyun-jae) announced on the 5th that it has achieved the remarkable feat of being selected as the best institution for four consecutive years in the ‘2024 Comprehensive Civil Service Evaluation’ jointly hosted by the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission.
This evaluation comprehensively assessed the civil service performance over one year for 307 institutions nationwide (47 central government, 17 metropolitan and provincial offices of education, 17 metropolitan local governments, and 226 basic local governments). Hanam City received an ‘A’ grade, placing it in the top 10% nationwide and earning it the best institution award.
Previously, Hanam City was selected as the best institution in the 2021 and 2022 evaluations, receiving the Prime Minister’s Institutional Commendation for two consecutive years. Building on this, by systematically managing and continuously improving civil administrative services, Hanam City was honored with the Presidential Institutional Commendation in the 2023 evaluation, ranking first for three consecutive years among 75 city-level basic local governments nationwide.
The evaluation was conducted through document review and on-site inspection across three areas (civil administration management foundation, civil administration activities, civil service performance) and five items (civil administration strategy and system, civil service system operation, handling of complaints via the National Sinmungo, grievance complaint handling, and civil service satisfaction).
Hanam City significantly increased trust in civil services by operating various systems such as assigning experienced public officials as ‘Civil Service Coordinators’ who oversee civil consultations, implementing the ‘Civil Service Team Leader Responsibility Consultation System’ where team leaders of relevant departments personally consult at the civil service office to resolve complex complaints, and establishing a ‘Civil Service Promotion Task Force’ to smoothly handle ping-pong complaints with unclear responsible departments.
Additionally, efforts such as expanding joint use of administrative information to reduce required documents, listening to citizen opinions through dialogues with residents, open mayor’s office, mobile mayor’s office, policy monitoring groups, and citizen participation weekly meetings, and reflecting these in civil service policies received high evaluations.
Furthermore, in this evaluation, the citizen satisfaction survey scores in the fields of statutory civil complaints, National Sinmungo, and grievance complaints rose significantly compared to the previous year, proving that Hanam City’s continuous efforts to improve civil administrative services are positively recognized by its citizens.
Mayor Lee Hyun-jae said, “Being selected as the best institution for four consecutive years in the Comprehensive Civil Service Evaluation is a valuable achievement made together with the 340,000 citizens of Hanam,” and added, “I deeply appreciate the hard work of public officials who have done their best in each field to achieve good results every year.”
