Chuncheon City Launches All-Out Effort to Revive Economy Including Expanded Parking Permissions in Shopping Districts
Second Livelihood Measures Announced After First Nationwide Emergency Support in December Last Year
Active Promotion of Consumption and Tourism Vitalization, Including Accommodation Support for Tourists
70% of Livelihood Budget to Be Spent in First Half... "We Will Ensure No Citizen's Life Collapses"
Chuncheon City, Gangwon Special Self-Governing Province (Mayor Yuk Dong-han) announced the 2nd Livelihood Economic Stabilization Measures on the 14th, containing practical actions to overcome high inflation and economic recession. This measure complements and strengthens Chuncheon's emergency support plan, which was first implemented nationwide in December last year.
The key areas of the 2nd measures, revealed by Mayor Yuk Dong-han at a press briefing on the 14th, are ▲ price stabilization and consumption promotion ▲ small business revitalization ▲ cultural and tourism activation ▲ expansion of SME startups and jobs ▲ protection of vulnerable groups and strengthening of social safety nets.

View original imageThe livelihood economic stabilization measures focus on revitalizing the local economy and enhancing community resilience.
First, to recover the livelihood economy and revitalize the local economy, 57% of the budget will be executed early in the first half of the year, and especially, livelihood and economic stimulation projects will be pushed to execute up to 70%.
Next, to stabilize prices and promote consumption, parking near traditional markets will be allowed from January 13 to February 14. In addition, the free usage time of public parking lots near traditional markets and shopping districts will be expanded from 1 hour to 2 hours, and administrative procedures will be expedited.
The issuance amount of the Chuncheon Love Gift Certificate, which received great response as an emergency livelihood economic support, has been increased from 43 billion won to 60 billion won. Along with this, a special 10% discount sale of the Chuncheon Love Gift Certificate will be held in January and February to induce consumption worth 6 billion won per month, preventing local capital outflow and promoting recovery of consumer sentiment.
Furthermore, Chuncheon’s representative night market, which lights up the local economy at night, will open early in March, and additional Good Price Stores will be designated.
To support small business owners, the specialized market development project will be promptly promoted. In addition, 200 million won will be invested to expand free delivery coupons for small business owners and discount coupons for consumers through a public-private cooperative delivery app. This aims to reduce delivery fees and commission burdens for small business owners.
Besides, the development and designation expansion of alley-type shopping districts and support for discounted local food purchases for small business owners will be swiftly carried out.
Support for tourism activation will also be greatly expanded. For the first time this year, accommodation expenses will be supported for individual tourists. The support amount is 20,000 won for accommodation fees under 100,000 won, and 30,000 won for those over 100,000 won. The group tourist benefit support project, originally scheduled for March, will be implemented quickly from January.
City tour bus fares will be discounted by 50% until livelihood economic stabilization, and 2,000 won worth of Chuncheon Love Gift Certificates will be given to those who book performances of Chuncheon Cultural Foundation and Chuncheon City Art Troupe.
Job support for vulnerable groups has also been significantly increased. Senior jobs will increase from 6,869 to 7,407, jobs for the disabled from 253 to 288, and low-income self-support work projects from 330 to 350. Support for career-interrupted women’s job seeking and women’s entrepreneurship will also be expanded.
For vulnerable groups who face even greater difficulties during tough times, emergency support services will be launched early, including milk delivery support projects, welfare registered mail services, and a welfare check-in service for single-person households to prevent solitary deaths and manage care systems.
Additionally, childcare fee support for foreign children will be newly established to provide a stable childcare environment without distinction between nationals and foreigners, and agricultural food vouchers for vulnerable groups will be expanded along with distribution of agricultural product packages.
Moreover, various citizen and expert consultative bodies such as the Livelihood Economic Policy Council will reflect voices from the field to prepare follow-up measures, continuously improving the quality of life for citizens.
