Creating Tangible Results through Strong Implementation of Five Major Administrative Strategies and Community-Centered Projects
Hong Nampyo, Mayor of Changwon Special City in Gyeongnam, announced the development direction and major administrative tasks for Changwon City in 2025.
At a New Year's press conference held on the morning of the 9th at the Citizen Hall of Changwon City Hall, Mayor Hong emphasized that despite the rapidly changing domestic and international situations, he will carry out strong administrative operations to enable Changwon to leap forward as a hub in Northeast Asia.

View original imageAt the press conference, Mayor Hong stated, “In a complex era intertwined with crises and opportunities, agile and strategic responses are crucial.” He revealed plans to produce results across all areas of administration in 2025 based on the solid administrative foundation built so far and to elevate Changwon into a city with global competitiveness.
◆ Promotion of Five Major Administrative Strategies
Mayor Hong set key goals centered on five major administrative strategies for Changwon’s development.
First, to establish an innovation-driven economic foundation, the Changwon National Industrial Complex will be transformed into an Industrial Innovation Park. Support centers for manufacturing digital transformation and the spread of AI technology will accelerate corporate innovation. Additionally, a new national industrial complex for defense and nuclear fusion industries will be created as Changwon’s future growth engine, with a focus on fostering new industries in hydrogen and future mobility sectors.
Second, to create a caring welfare and happy ecosystem, free city bus services will be provided for seniors aged 75 and older, senior job programs will be expanded, and support for the disabled will be strengthened to enhance assistance for socially vulnerable groups. Financial investment will be made to restore the local economy, and projects to revitalize local commercial districts will be promoted.
Third, to create a cultured and environmentally refined city, the Changwon Municipal Art Museum and Jinhae Cultural Center will be opened, marine leisure tourism infrastructure will be expanded, and a carbon neutrality and green growth master plan will be established to aim for a sustainable city transition.
Fourth, to reorganize the integrated urban spatial structure, transportation networks such as high-speed rail and industrial lines connecting Changwon City and Gadeokdo New Airport will be strengthened. In the mid to long term, an internal circulation road network will be constructed to enhance connectivity within the city.
Lastly, to realize the dreams and hopes of youth, the supply of youth housing will be increased, youth job opportunities expanded, and programs for nurturing innovative talents will be promoted in cooperation with local universities.

View original image◆ Strong Implementation of Life-Closely Related Projects
Mayor Hong Nampyo stated that in 2025, he will focus on life-closely related projects to achieve tangible changes that citizens can feel in a short period. Including the 92 projects completed by 2024, a total of 197 life-closely related projects will be promoted this year to directly improve citizens’ lives.
Major projects include the construction of civil service centers and life culture centers, expansion of park golf courses and walking trails, refurbishment of Wolyeong Pond Park as an urban resting space, and installation of the Sanho Stream musical fountain. Additionally, financial investment for revitalizing the local economy and expanding tourism infrastructure will be important tasks.
◆ Stabilization of Key Ongoing Projects
Mayor Hong plans to concentrate administrative efforts to normalize major ongoing projects such as Masan Marine New City, Ungdong Complex Leisure Tourism Complex, and Gusan Marine Tourism Complex. Masan Marine New City will complete the re-evaluation of the public contest and infrastructure construction, and the Ungdong Complex Leisure Tourism Complex will be normalized through cooperation with related agencies. The Gusan Marine Tourism Complex is scheduled to begin construction in the second half of the year.
◆ Administrative Innovation and Financial Efficiency
Mayor Hong Nampyo plans to strengthen Changwon City’s foundational capabilities through administrative innovation and enhance financial sustainability. He will secure fiscal soundness through rationalization of non-tax revenues and improvement of private subsidy project operations, and implement strategies such as placing talented personnel in appropriate positions to strengthen organizational expertise.
Mayor Hong Nampyo of Changwon Special City emphasized, “We are currently in a turbulent era where crisis and opportunity coexist,” and stressed that Changwon will respond proactively and swiftly to overcome the uncertain environment it faces. He expressed a bold ambition, saying, “We will lead change and create strong transformations that directly impact citizens’ daily lives.”
