Jeju Island to Completely Improve Inconveniences of Garage Certification System
Reflecting Carbon Neutrality and Birth Promotion
Focus on Strengthening Consideration for the Socially Disadvantaged
Jeju Special Self-Governing Province has prepared a comprehensive reform plan for the Parking Space Certification System, which was first introduced nationwide in 2007. This new reform plan reflects policies to promote childbirth in response to population decline and to achieve carbon neutrality by 2035, while also strengthening consideration for socially disadvantaged groups such as low-income residents, youth, and persons with disabilities.
Jeju Province conducted a systematic collection of public opinions to identify the inconveniences experienced by residents during the 17 years of the Parking Space Certification System's implementation. Starting with a full survey of towns and villages, the province held on-site discussions with administrative staff, as well as expert forums and public discussions with residents. In addition, research was conducted on the current state and effectiveness of the system, which served as foundational data for the reform plan.
The new reform plan exempts compact and small vehicles (including trucks under 1 ton) and first-class low-emission vehicles (electric and hydrogen vehicles) from the parking space certification requirement. It is estimated that a total of 134,799 vehicles will be exempted, including 42,776 compact cars, 70,207 small cars, and 21,816 medium or larger low-emission vehicles in the province. Furthermore, one vehicle per multi-child family (40,591 households), one vehicle per recipient of basic livelihood security or low-income households (6,000 households), and one vehicle per person with a severe disability or their guardian (11,652 individuals) will also be exempted from the certification requirement.
Additionally, eight improvements will be made to address resident inconveniences related to the Parking Space Certification System. The allowable distance for securing a parking space will be expanded from a 1 km radius to a 2 km radius from the registered address. If only one parking space is created, requirements for ground paving and parking line markings will be omitted. The minimum lease period for parking space rental contracts, previously set at one year, will be abolished, allowing contracts to match the actual usage period. The validity period for pre-applying for parking space certification, considering situations such as delays in new car delivery, will be extended from 60 to 90 days.
In cases of vehicle ownership transfer due to inheritance or donation, the deadline for registering the parking space will be relaxed from the point of ownership change to within three months after the transfer. The two-year grace period limit for vehicles registered in the province but used only outside the province will be abolished, and supporting documents for out-of-province use can be submitted every six months.
Furthermore, the maximum rental period for the same public parking lot will be extended from the current two years to five years, and the allowable rental ratio will be raised from 40% to 50% of the total parking spaces. In addition, a 50% reduction in the annual rental fee for public parking lots used for parking space certification (900,000 KRW in towns, 660,000 KRW in villages) has already been implemented since January 1 of this year following the completion of ordinance amendments, and procedures for refunds will be carried out for any remaining rental periods.
Jeju Province plans to announce a partial amendment to the "Ordinance on Parking Space Certification and Management of Jeju Special Self-Governing Province" and its enforcement regulations reflecting these improvements at the beginning of January.
Kim Taewan, Director of the Transportation and Aviation Bureau of Jeju Province, stated, "This reform focuses on reflecting the real difficulties faced by residents while maintaining the fundamental purpose of the Parking Space Certification System," adding, "We will continue to develop the system to harmoniously achieve both carbon neutrality and a safe parking environment."
