Paju City Establishes Nation's First 'Basic Social Team'... Full Launch of Paju-Style Basic Social Model
Mayor Kim Kyung-il: "Leading City of Basic Society to Become South Korea's Standard Model of Basic Society"
Starting from the 21st, 100,000 KRW per citizen will be provided as 'Livelihood Recovery and Living Stability Support Fund'
Paju City, Gyeonggi Province (Mayor Kim Kyung-il) has established the Basic Society Team for the first time in the nation through organizational restructuring. This is to realize the "Paju-type Basic Society" where all citizens can enjoy a basic standard of living.
The term "Basic Society" refers to a society where, beyond the limitations of selective welfare, a basic standard of living?not just a minimum?is guaranteed without discrimination as a rightful entitlement for all citizens.
Paju City has been leading basic society policies by pioneering nationwide initiatives such as providing an emergency energy living stabilization fund of 200,000 KRW to all generations, issuing the largest amount of local currency in the country that offers up to 930,000 KRW per person annually in incentives, thereby promoting "basic energy" and "basic income" policies. Additionally, through the operation of Paprika, the nation's first student-exclusive school shuttle bus, Paju has introduced the "basic transportation" policy, further advancing basic society initiatives.
Moreover, in October, Paju was elected as the chair city of the "Basic Society Local Government Council," leading a council composed of 25 local governments and playing a pivotal role in advancing the basic society movement in South Korea.
With the establishment of the Basic Society Team, Paju plans to implement policies across various sectors such as transportation, housing, energy, and finance to realize "basic income" that increases income and reduces inequality, provide universal "basic services" that meet diverse citizen needs, and achieve a "sustainable economy" through a cooperative economy and carbon neutrality.
First, as the beginning of the basic society policy, starting from the 21st, Paju will provide a "Living Stabilization Support Fund for Livelihood Recovery" (basic income) of 100,000 KRW per citizen.
Paju City considers the period around the Lunar New Year holiday as the optimal time to distribute the livelihood recovery support fund and will accept applications from Paju citizens starting January 21. The payment target includes 510,984 citizens registered as residents in Paju as of December 26, 2024.

Mayor Kim Kyung-il of Paju stated, "Basic society is a new solution that can overcome livelihood economy and social issues and alleviate polarization," adding, "Through the establishment of the Basic Society Team, we will expand basic society policies across various fields to realize the Paju-type basic society and become the standard model of basic society in South Korea as a leading city."
