[The Police File]Muan Aircraft Accident: What Matters Most Right Now
Just after 9 a.m. on the 29th, the last Sunday of the year, heartbreaking news was delivered. A Jeju Air flight 7C2216 carrying 181 passengers veered off the runway and crashed while landing at Muan International Airport in Jeollanam-do, colliding with the outer fence wall. Except for a small part of the tail, the aircraft was completely destroyed by fire, resulting in a massive loss of life. Two survivors were rescued, but it was confirmed that all other passengers on board perished.
This accident has become the deadliest aviation disaster in South Korea’s history. Among the victims, many were families returning from a trip to Thailand around Christmas and the year-end holidays, adding to the tragedy. The grief of the bereaved families who visited Muan Airport, where a temporary mortuary was set up upon hearing the tragic news, was beyond words. Every time the names of the victims were announced over the speakers as their identities were confirmed, the sobs and cries of the families filled the Muan Airport waiting hall.
While rescue and recovery operations were underway at the scene, numerous speculations about the cause of the accident circulated. Initially, bird strike-induced engine explosion and landing gear malfunction were mentioned. The control tower had issued a “bird strike” warning before landing, and it was confirmed that the pilot sent a Mayday distress signal two minutes later. However, some experts argue that there is little direct correlation between the bird strike, landing gear malfunction, and the failed landing. Due to this, unfounded criticism of the pilots involved in the accident surfaced online.
Aircraft accident investigations typically take a considerable amount of time. In this case, the flight data recorder (FDR) was recovered partially damaged, raising concerns that decoding the black box could take several months. Fortunately, the cockpit voice recorder (CVR) was recovered intact, but both black boxes are necessary to determine the cause. Additionally, thorough investigations into possible aircraft defects or maintenance issues must be conducted.
This accident occurred amid ongoing domestic turmoil following the December 3 martial law incident, intensifying the shock felt by the public. On that day, social media platforms were flooded with posts mourning the victims and expressing condolences to the bereaved families. Amid social and political divisions over issues such as the presidential impeachment, the occurrence of a major fatal accident has made December a truly somber month for the nation. Some people have even taken to saying, “I hope December and 2024 end quickly.”
In this way, the current reality of facing a national disaster amid a government vacuum?with the president, prime minister, and the minister of the Ministry of the Interior and Safety all vacant?is utterly disheartening. However, at least for now, premature speculation or conspiracy theories should be avoided. Secondary harm to the victims and their families must be prevented. There is no urgency in determining the cause or punishing those responsible.

Priority must be given to managing the aftermath of the accident and supporting the bereaved families. Acting President and Deputy Prime Minister for Economy and Minister of Strategy and Finance Choi Sang-mok declared Muan a special disaster area in response to this tragedy. Furthermore, urgent material and human support at the government-wide level is necessary. This is the only way to console the victims who lost their lives in vain and the families who lost their loved ones.
