Police Send Former Intelligence Colonel Kim Yong-gun to Prosecution for 'Hamburger Restaurant Martial Law Meeting'
Charges of Rebellion and Abuse of Authority
Former Intelligence Commander Noh Sang-won and retired Intelligence Colonel Kim Yong-gun, who is accused of premeditating the December 3 emergency martial law, have been handed over to the prosecution while in custody.
The Special Investigation Unit of the National Police Agency announced on the morning of the 27th that former Colonel Kim was sent to prosecution in custody on charges of rebellion and abuse of authority.

View original imageFormer Colonel Kim is accused of meeting with former Commander Noh and Gu Sam-hoe, the 2nd Armored Brigade Commander, at a fast food restaurant in Ansan, Gyeonggi Province, on the day the martial law was declared, December 3, to premeditate the martial law.
They are also suspected of attempting to form a separate investigation unit including civilians such as retirees within the joint counterintelligence investigation team to be established after the martial law, in order to control active-duty agents.
The joint investigation headquarters, which includes the police and the Corruption Investigation Office for High-ranking Officials, urgently arrested former Colonel Kim on the 18th and detained him on the 21st.

Former Colonel Kim was dishonorably discharged after being indicted in custody in 2018 on charges of downplaying and covering up the 'comment manipulation incident' by the National Cyber Command under the Lee Myung-bak administration while serving as the head of the investigation headquarters at the Ministry of National Defense from 2013 to 2014.
