The Joint Investigation Headquarters (Joint Headquarters), which is investigating the '12·3 Emergency Martial Law Incident,' announced that President Yoon Seok-yeol refused to accept the second summons letter sent by mail.
On the 23rd, the Joint Headquarters stated, "The summons letters sent to the Presidential Office's General Secretary's Office and the Presidential Secretariat were marked as 'addressee unknown,' and the Presidential Residence refused to accept them, as confirmed by the postal system," adding, "The electronic official documents remain unconfirmed."
Earlier, on the 20th, the Joint Headquarters sent summons letters via express mail and electronic official documents to three locations: President Yoon's residence, the Presidential Office's General Secretary's Office, and the Presidential Secretariat.
