Ministry of Employment Discloses 328 Businesses Failing to Comply with Disability Employment Obligations
Decrease in Number of Announced Businesses Compared to Previous Year
The Ministry of Employment and Labor announced on the 20th the list of businesses with low employment of persons with disabilities last year that showed insufficient improvement efforts this year. For the public sector, businesses with an employment rate below the mandatory rate of 3.6%, and for the private sector, businesses with less than half (1.55%) of the mandatory employment rate (3.1%) were targeted. After a prior notice in April, compliance guidance was provided from May to October, and the final targets were confirmed this month.
The Ministry of Employment and Labor disclosed a total of 328 businesses this time, a 28% (128 businesses) decrease compared to the previous year (456 businesses). The number of businesses disclosed for 10 consecutive years decreased by 18% (13 businesses) to 52. The overall number of disclosed businesses declined as the employment rate of persons with disabilities rose to 3.17% last year from 3.12% the previous year.
In the public sector, 15 local governments including ▲Eumseong-gun, Chungbuk ▲Hwacheon-gun, Gangwon-do ▲Yeongam-gun, Jeonnam, and 15 public institutions such as ▲Korea Meteorological Industry Technology Institute ▲Jeonju Cultural Foundation ▲Namyangju Welfare Foundation were included in the disclosure list.
In the private sector, 298 businesses were included in the list. By size, there were 163 businesses with 300?499 employees, 88 with 500?999 employees, 47 with 1,000 or more employees, and 14 large business groups. Among businesses with more than 1,000 regular employees, those with the lowest mandatory employment rates included ▲WPC Co., Ltd. ▲Richemont Korea ▲Shinsung Tongsang.

Lim Young-mi, Director of the Integrated Employment Policy Bureau at the Ministry of Employment and Labor, stated, "The disclosure system is not only a social sanction for non-compliance with the obligation to employ persons with disabilities but also a means to encourage companies facing difficulties in employing persons with disabilities by providing support. We will support companies in fulfilling their employment obligations through expanded consulting and the spread of subsidiary-type standard workplaces."
