Yeoncheon County Council Adopts Resolution Urging Withdrawal of Local Autonomy Act Enforcement Decree Amendment
The Yeoncheon County Council in Gyeonggi announced on the 19th that it unanimously adopted the "Resolution Urging the Withdrawal of the Partial Amendment to the Enforcement Decree of the Local Autonomy Act (Draft)" at the 8th plenary session of the 2nd regular meeting of the 290th Yeoncheon County Council.

View original imageThe resolution, proposed by Chairperson Park Yang-hee of the Operations Committee, strongly opposes the Ministry of the Interior and Safety's promulgation of the "Partial Amendment to the Enforcement Decree of the Local Autonomy Act (Draft)."
The partial amendment, announced through legislative notice on November 11 by the Ministry of the Interior and Safety, removes the exception clause that excluded "affairs delegated or entrusted to local governments" from the scope of administrative audits or investigations of target institutions.
In response, all members of the Yeoncheon County Council criticized the amendment in the resolution, stating, "This amendment runs counter to the policy direction and the spirit of the local autonomy era, weakening the oversight and monitoring roles of city and county councils," and urged the immediate withdrawal of the amendment.

Chairperson Kim Mi-kyung expressed concern, saying, "Until now, basic councils conducting audits on delegated affairs themselves was intended to align the authority and responsibility of administrative agencies to enhance the efficiency of administrative tasks," adding, "If city, county, and autonomous district councils are subjected to audits by the respective metropolitan councils, it will inevitably lead to administrative inefficiency, budget waste, excessive workload, and a decline in the quality of administrative services."
