Gyeonggi Province Governor Kim Dong-yeon urged the mayors and county heads of the 31 cities and counties in the province to “join forces in disaster recovery, revitalizing the livelihood economy, and restoring a safe daily life.”

View original imageOn the day, Governor Kim held the ‘Gyeonggi Province and Cities/Counties Joint Emergency Livelihood Stabilization Measures Meeting’ at the provincial government office. This meeting was organized to secure stability in livelihood and administration amid the national turmoil caused by the approval of the presidential impeachment motion, following the ‘Province-Public Institutions Emergency Executive Meeting on Livelihood Stabilization’ held on the 16th.
The meeting was attended by the mayors and county heads of the 31 cities and counties in the province, along with related officials, who discussed countermeasures in five key areas: ▲livelihood economy ▲disaster safety ▲security ▲support for vulnerable groups ▲establishment of public service discipline, seeking responses and cooperation plans for urgent livelihood issues.
Governor Kim said, “Politics and livelihoods are currently shaken. Although some uncertainties have been resolved with the approval of the impeachment motion, now is the time for everyone to unite to rebuild the collapsed economy and revive livelihoods. Gyeonggi Province will focus on three urgent tasks first: first, disaster recovery; second, revitalization of the livelihood economy; and third, restoration of a safe daily life.”
He went on to mention the advance payment of disaster relief funds for snow damage and the emergency livelihood stabilization payments for small business owners, stating, “Gyeonggi Province will prepare expanded budgets and practical, bold measures for rapid damage recovery and livelihood restoration. Although the government’s special disaster area declaration is expected to be made within this week, Gyeonggi Province will continue proactive support independently.”
Regarding the revitalization of the livelihood economy, Gyeonggi Province held an emergency livelihood economy meeting on the 12th and an executive meeting on the 15th to finalize specific countermeasures and ensure thorough implementation.
Governor Kim explained, “We will proceed without delay under three principles: field-centered, prompt response, and bold action. We are preparing to swiftly execute support budgets for self-employed and small business owners in cooperation with the provincial council. Separately, we are also preparing special livelihood funds. We aim to make decisions quickly so that warmth can return to the frozen livelihood economy.”
He also reiterated, “We urge the government and the National Assembly once again to prepare bold and large-scale supplementary budgets. Now is the time for the government to play an active role in fiscal spending and to use funds.”
Regarding the restoration of a safe daily life, Governor Kim said, “We will pay special attention to the safety of residents in the northern border areas and firmly respond to all acts threatening safety. Especially, we must restore the daily lives of residents, which were disrupted by martial law and impeachment, to normal as quickly as possible.”
Governor Kim added, “Self-employed and small business owners are facing extreme difficulties. Many have been waiting for the year-end special season, but this is an extremely harsh emergency situation. From the provincial government to public institutions, we ask cities and counties to support the normal implementation of year-end and New Year festivals and events originally planned, as well as the revitalization of local commercial districts. Let us focus solely on the residents and turn this crisis into a new opportunity for advancement.”
The province will inject 71 billion KRW in emergency funds to stabilize the livelihood economy in areas affected by heavy snowfall. Emergency livelihood stabilization payments (30 billion KRW) and disaster relief funds (41 billion KRW) will be provided to affected residents including small business owners and agricultural and livestock farmers. Various support measures will also be promoted to compensate for foreign exchange losses of small and medium enterprises and to stimulate domestic demand.
In the disaster safety sector, rapid recovery from snow damage will be carried out, and 7,949 cold wave shelters will be operated along with inspections of vulnerable facilities to prepare for winter disasters.
Security measures to protect residents in border areas will also be strengthened. Evacuation facilities will be inspected, and a 24/7 civil defense alert system will be maintained to protect residents’ safety, with plans to respond swiftly to North Korean threats.
To support vulnerable groups, promotion of the emergency welfare call center will be intensified, heating cost support for elderly and disabled households and protection activities for the homeless will be expanded, and winter safety inspections will be conducted at 4,375 social welfare facilities.
