Shinan-gun Secures 480 Billion Won in National and Provincial Funding for 2025
Expansion of Infrastructure Including Heuksan Airport and Bigeum-Amtae Connecting Bridge
Shinan-gun, Jeollanam-do has secured 480 billion KRW in national and provincial funding for local pending projects for the next year. This is an increase of 40 billion KRW compared to this year.
Despite difficulties caused by the government's tight fiscal policy and a decrease in local allocation tax leading to a shortage of autonomous funds, the largest-ever budget for local pending projects has been secured, enabling the smooth implementation of major projects.

View original imageMajor national projects include △29 billion KRW for Heuksan Airport construction △7.8 billion KRW for the construction of the road bridge between Bigeum and Amtae △46.1 billion KRW for the opening of National Road No. 77 (Aphae to Hwawon) △7.6 billion KRW for facility improvement of National Road No. 2 (Aphae to Songgong) △1.7 billion KRW for facility improvement of the Sugok to Sinseok road in Shinan, all transportation SOC projects; △16 billion KRW for Gageodo Port restoration △10 billion KRW for Yeongsangang IV district agricultural development project △5.6 billion KRW for Heuksando Port development △4.6 billion KRW for Songdo national fishing port construction △2.4 billion KRW for Palgeum and Geumcheon district multipurpose rural water development projects, all agricultural and fishery development projects; and other projects such as △2.7 billion KRW for the establishment of the National Tidal Flat World Heritage Conservation Headquarters and △6 billion KRW for national park projects.
Additionally, significant budgets have been secured to address local issues, including △22.3 billion KRW for rural village sewage system maintenance △11.8 billion KRW for local management embankment repair △7.4 billion KRW for fishery village vitality promotion projects △6 billion KRW for drainage improvement in Yugak district △4.5 billion KRW for climate response urban forest creation △4.1 billion KRW for ecological restoration of island forests in the southwestern coast △1.4 billion KRW for halophyte vegetation restoration in northern Shinan.
Along with this, 19.3 billion KRW for island development projects, 9.7 billion KRW for island water source development, 6.1 billion KRW for regional unit hub development, and 16 billion KRW for special accounts for regional balanced development, local transfer conversion projects, and funds to respond to local extinction have been secured, which are expected to greatly support regional tourism industry promotion and responses to population extinction crises.
The county held the ‘2026 National Treasury Proposal Project Discovery Report Meeting’ on the 11th, identifying various projects necessary for development and strengthening persuasive arguments for their inclusion by relevant ministries and the Ministry of Economy and Finance, planning to move swiftly from early next year.

County Governor Park Woo-ryang said, “Securing external funds is more urgent than anything else to overcome the county’s poor financial situation,” adding, “Since the budget was hard-earned, we will promptly invest in the projects reflected in next year’s budget to produce tangible results that residents can feel.”
