The fine imposed on Kang Kyung-heum (31), a former Jeju Provincial Assembly member who was prosecuted for engaging in prostitution at an illegal entertainment establishment, has been finalized.
On the 11th, the case was concluded as neither Kang, who was sentenced to a fine of 2 million won in the first trial for violating the Act on the Punishment of Acts of Arranging Sexual Traffic (prostitution), nor the prosecution filed an appeal.
Kang is accused of drinking with a foreign employee at a bar in Jeju city on January 27 last year, then moving to a lodging facility and engaging in prostitution. It was also confirmed that two days later, on the 29th, he transferred 800,000 won for the alcohol and prostitution fees to the account of the entertainment bar owner. At the time, he was serving as a sitting provincial assembly member. During the investigation, Kang denied the charges, but in court, he admitted to the allegations and said, "I apologize for causing social controversy as a public official."
Born in 1993, Kang was elected as the youngest Jeju Provincial Assembly member in the June 1, 2022 local elections. However, in February 2023, he was caught driving under the influence and received a summary order for a fine of 8 million won. As a result, he was the first in Jeju Provincial Assembly history to be referred to the Ethics Committee, where he was disciplined with a 30-day suspension from attendance and a public apology.
