It was alleged on the 10th that former Minister of National Defense Kim Yong-hyun, who led the '12·3 Emergency Martial Law Incident,' changed his mobile phone at least three times starting from the afternoon of the 5th, the day after the emergency martial law was lifted.
According to data received by Hwang Jeong-ah, a member of the Democratic Party of Korea, from various telecommunications companies, former Minister Kim ported his number to a different carrier and activated a new mobile phone at 5:06 PM on the 5th. Then, just 1 hour and 21 minutes later, at 6:27 PM on the same day, he used another mobile phone by transferring the SIM card. Not stopping there, it was revealed that on the 6th at 10:28 PM, he installed the SIM card into yet another mobile phone and used it.
Police Commissioner General Jo Ji-ho was also reported by Representative Hwang to have changed his mobile phone twice within four days after the martial law was lifted. Commissioner Jo switched his phone from the Galaxy S24 model to the Galaxy S20 at 2:37 PM on the 6th. Then, about two days later, at 2:24 PM on the 8th, he switched back from the Galaxy S20 to the Galaxy S24.
Regarding this, the Police Agency spokesperson explained that Commissioner Jo voluntarily submitted his mobile phone to the National Police Agency’s Criminal Investigation Headquarters on the 6th, and on the same day, he received a new SIM card for work purposes and installed it in a spare device. Furthermore, on the 8th, he retrieved the voluntarily submitted phone and transferred the newly issued SIM card to that device, which he has been using since.

Representative Hwang stated, "The instigators of the rebellion might still be destroying evidence at this very moment," and insisted, "The rebellion crimes must be punished through the prompt launch of a special prosecutor." Regarding Commissioner Jo’s phone changes, she said, "Even if the device was changed to submit the existing phone, the fact that the phone analysis was completed within two days raises suspicion," and added, "We cannot leave the investigation solely to the prosecution and police."
